Work for this mono graph on sampling wi th unequal probabili ties was started when Muhammad Hanif was a visitor to the then Commonwealth Bureau of Census and Statistics, Canberra, in 1969. It remained in abeyance until he again visi ted Canberra, this time the Australian National University's Survey Research Centre in 1978 as Visiting Fellow. The work was substantially completed when K.R.W. Brewer visited EI-Fateh University during January 1980 as Visiting Professor. Unequal Probability Sampling has been efficiently used for estimation of population characteristics. Several developments have been made from time to time to increase the precision of estimates. In this book we present some new methods of estimation in unequal probability sampling. Some selection procedures have been discussed for use with the Horvitz and Thompson (1952) estimator. We have also proposed a general selection procedure which yields several selection procedures as special case. We have also discussed the method of developing the approximations for variance formulae for Horvitz and Thompson (1952) estimator. Some new estimators have been discussed alongside their design and model based study. The empirical comparison of proposed techniques has also been given with some well known estimation techniques of unequal probability sampling.

This document is divided into two parts. The first part revolves around the properties of some unequal probability survey sampling designs, and the second part deals with repeated surveys. While the topics developed in these two parts appear to be largely different, they are in fact related. The first part is devoted to the study of properties of two sampling designs with fixed size. In a first chapter we show that maximum entropy sampling with fixed size is more efficient than sampling with replacement. In a second chapter we prove that systematic sampling is a minimum support design. We also give some results on the variance of the Horvitz-Thompson estimator for maximum entropy and for minimum support designs. The second part begins with a case study of the estimation of variance of evolutions in the Swiss panel on value added. In a second chapter, we give covariance estimators for rotating panels with unequal inclusion probabilities. Finally, we describe a coordination method of maximum entropy samples that was developed for the Swiss Federal Statistical Office.
