Economic Sanctions are increasingly used as a legal, non-military technique of combating abusers of international peace. However it remains unclear how the success or failure of these sanctions is measured. This book examines the seldom-explored United Nations’ economic sanctions deliberation process and exposes systematic problems in the measurement of the success or failure of these sanctions. Centering on the key concepts of "peace and security," the author brings the reader’s attention to the discrepancies that exist in the process of decision-making, implementation, and evaluation of UN imposed economic sanctions. She engages international law and development methods to provide proof for the lack of consensus in measures of success and failure, which in turn suggests that sanction implementation on a uniform domestic front are unattainable. This thorough analysis concludes with suggestions for improving the sanctions process, only to clear the path for negating them as a whole and suggest alternative non-coercive measures for mitigating conflict situations and threats to peace and security.

"A book on a controversial topic such as U.S. state sanctioned violence questions many of our basic assumptions we hold true. The importance of violence is well attested to by Oxford University Press devoting a Book Series on Interpersonal Violence. However, state sanctioned violence in the U.S. is not, for example. The saying "The truth will set you free, but first it will make you miserable" comes to mind in writing this book because it holds personal meaning for me that goes beyond being a social worker and a person of color (Latinx). The basic premise and interconnectedness of the themes in this book were reinforced and expanded in the course of writing. Bonilla-Silva (2019, p. 14) states "We are living, once again, in strange racial times," and yes, indeed, we are. My hope is that readers appreciate the numerous threads between themes, some of which have not gotten close attention by the general public and scholars. Harris and Hodge (2017), for example, adeptly interconnect environmental, food, and school-to-pipeline among urban youth of color, illustrating how oppressions converge. Future scholarship will connect even more dots to create the mosaic that constitutes state sanctioned violence. I was relieved to see the extent of scholarship on the topics addressed in this book. Bringing to together this literature, public reports, and the experiences from those currently dealing with state sponsored violence, allowed for a consistent narrative to unfold. Writing a book is always a process of discovery. There is a body of scholarship to buttress the central arguments of this book, but no such literature addressing the structural interconnectedness of the types of state sanctioned violence for social work. The socio-political interactional consequences of place, time, people, and events, sets a social-political context that is understood by social workers and makes our mission distinctive because of this grounding. Viewing state sanctioned violence, including its laws and policies, within this prism allows us to develop a vision or charge that can unite us, as well as a deeper commitment to working with oppressed groups in seeking social justice. Social work is not exempt from having a role in state sanctioned violence. We only to delve into the profession's history and evolution to appreciate how we have reinforced a state sanctioned violence agenda, wittingly or unwittingly. Practice is never apolitical; they either support a state sanctioned violence narrative or resist it with counter-narratives. Social work must be vigilant of how we support state violence. Deterrence is at the heart of the preventive aspiration of criminal justice. Deterrence, whether through preventive patrol by police officers or stiff prison sentences for violent offenders, is the principal mechanism through which the central feature of criminal justice, the exercise of state authority, works – it is hoped -- to diminish offending and enhance public safety. And however well we think deterrence works, it clearly often does not work nearly as well as we would like – and often at very great cost. Drawing on a wide range of scholarly literatures and real-world experience, Kennedy argues that we should reframe the ways in which we think about and produce deterrence. He argues that many of the ways in which we seek to deter crime in fact facilitate offending; that simple steps such as providing clear information to offenders could transform deterrence; that communities may be far more effective than legal authorities in deterring crime; that apparently minor sanctions can deter more effectively than draconian ones; that groups, rather than individual offenders, should often be the focus of deterrence; that existing legal tools can be used in unusual but greatly more effective ways; that even serious offenders can be reached through deliberate moral engagement; and that authorities, communities, and offenders – no matter how divided – share and can occupy hidden common ground. The result is a sophisticated but ultimately common-sense and profoundly hopeful case that we can and should use new deterrence strategies to address some of our most important crime problems. This book provides new insight into the creation of the Chinese empire by examining the changing forms of permitted violence—warfare, hunting, sacrifice, punishments, and vengeance. It analyzes the interlinked evolution of these violent practices to reveal changes in the nature of political authority, in the basic units of social organization, and in the fundamental commitments of the ruling elite. The work offers a new interpretation of the changes that underlay the transformation of the Chinese polity from a league of city states dominated by aristocratic lineages to a unified, territorial state controlled by a supreme autocrat and his agents. In addition, it shows how a new pattern of violence was rationalized and how the Chinese of the period incorporated their ideas about violence into the myths and proto-scientific theories that provided historical and natural prototypes for the imperial state.
