Les lois qui jalonnent le siècle ne peuvent être appliquées sans les bonnes volontés locales. Les prises en charge privées complètent l'offre publique. A la délinquance, on répond surtout par l'enfermement, mais de façon parfois intelligente. Le placement familial, dominant à l'Assistance publique, n'est cependant pas absent. Après 1918, l'intervention se spécialise. Le secteur de la protection de l'enfance se réorganise vers 1930. On pérennise un secteur privé déjà dominant, afin de rationaliser ses moyens d'action. Ce mélange de bénévolat et d'action publique, de professionnalisme et de maintien de structures presque informelles, ne prend véritablement fin que dans les années 1950

Between 1867 and 2000, the Canadian government sent over 150,000 Aboriginal children to residential schools across the country. Government officials and missionaries agreed that in order to “civilize and Christianize” Aboriginal children, it was necessary to separate them from their parents and their home communities. For children, life in these schools was lonely and alien. Discipline was harsh, and daily life was highly regimented. Aboriginal languages and cultures were denigrated and suppressed. Education and technical training too often gave way to the drudgery of doing the chores necessary to make the schools self-sustaining. Child neglect was institutionalized, and the lack of supervision created situations where students were prey to sexual and physical abusers. Legal action by the schools’ former students led to the creation of the Truth and Reconciliation Commission of Canada in 2008. The product of over six years of research, the Commission’s final report outlines the history and legacy of the schools, and charts a pathway towards reconciliation. Canada’s Residential Schools: The History, Part 1, Origins to 1939 places Canada’s residential school system in the historical context of European campaigns to colonize and convert Indigenous people throughout the world. In post-Confederation Canada, the government adopted what amounted to a policy of cultural genocide: suppressing spiritual practices, disrupting traditional economies, and imposing new forms of government. Residential schooling quickly became a central element in this policy. The destructive intent of the schools was compounded by chronic underfunding and ongoing conflict between the federal government and the church missionary societies that had been given responsibility for their day-to-day operation. A failure of leadership and resources meant that the schools failed to control the tuberculosis crisis that gripped the schools for much of this period. Alarmed by high death rates, Aboriginal parents often refused to send their children to the schools, leading the government adopt ever more coercive attendance regulations. While parents became subject to ever more punitive regulations, the government did little to regulate discipline, diet, fire safety, or sanitation at the schools. By the period’s end the government was presiding over a nation-wide series of firetraps that had no clear educational goals and were economically dependent on the unpaid labour of underfed and often sickly children.

Unconventional Anthroponyms: Formation Patterns and Discursive Function continues a series of collective volumes comprising studies on onomastics, edited by Oliviu Felecan with Cambridge Scholars Publishing. Previous titles in this series include Name and Naming: Synchronic and Diachronic Perspectives (2012) and Onomastics in Contemporary Public Space (2013, co-edited with Alina Bugheşiu). In contemporary naming practice, one can distinguish two verbal (linguistic) means of nominal referential identification: a “natural” one, which occurs in the process of conventional, official, canonical, standard naming and results in conventional/official/canonical/standard anthroponyms; a “motivated” one, which occurs in the process of unconventional, unofficial, uncanonical, non-standard naming and results in unconventional/unofficial/uncanonical/non-standard anthroponyms. The significance of an official name is arbitrary, conventional, unmotivated, occasional and circumstantial, as names are not likely to carry any intrinsic meaning; names are given by third parties (parents, godparents, other relatives and so on) with the intention to individualise (to differentiate from other individuals). Any meaning with which a name might be endowed should be credited to the name giver: s/he assigns several potential interpretations to the phonetic form of choice, based on his/her aesthetic and cultural options and other kinds of tastes, which are manifested at a certain time. Unconventional anthroponyms (nicknames, bynames, user names, pseudonyms, hypocoristics, individual and group appellatives that undergo anthroponymisation) are nominal “derivatives” that result from a name giver’s wish to attach a specifying/defining verbal (linguistic) tag to a certain individual. An unconventional anthroponym is a person’s singular signum, which may convey a practical necessity (to avoid anthroponymic homonymy: the existence of several bearers for a particular name) or the intention to qualify a certain human type (to underline specific difference – in this case, the unconventional anthroponym has an over-individualising role – or, on the contrary, to mark an individual’s belonging to a class, his/her association with other individuals with whom s/he is typologically related – see the case of generic unconventional anthroponyms).

Entre 1867 et 2000, le gouvernement canadien a placé plus de 150 000 enfants autochtones dans des pensionnats d’un bout à l’autre du pays. Les autorités gouvernementales et les missionnaires étaient d’avis qu’afin de « civiliser et de christianiser » les enfants autochtones, il fallait les éloigner de leurs parents et de leur communauté d’origine respective. La vie de ces enfants au pensionnat était empreinte de solitude et d’exclusion. La discipline y était stricte et le déroulement du quotidien, lui, fortement régenté. Les langues et les cultures autochtones étaient dénigrées et réprimées. L’éducation et la formation technique prenaient trop souvent la forme de corvées et de tâches ménagères assurant l’autonomie des pensionnats. La négligence à l’égard des enfants fut institutionnalisée et le manque de supervision donna lieu à des situations où les élèves furent victimes de sévices physiques et sexuels. Une poursuite judiciaire déposée par les anciens pensionnaires a mené, en 2008, à la mise sur pied de la Commission de vérité et réconciliation du Canada. Étant l’aboutissement de plus de six ans de recherche, le rapport final de la Commission présente l’histoire des pensionnats ainsi que leur héritage, et trace la voie de la réconciliation. Pensionnats du Canada : L’histoire, partie 1, des origines à 1939 replace le système de pensionnats du Canada dans le contexte historique des campagnes européennes visant à coloniser et à convertir les Autochtones du monde entier. Dans le Canada post-confédération, le gouvernement adopta ce qui devint une politique de génocide culturel : suppression des langues et des pratiques spirituelles, perturbation des économies traditionnelles et imposition de nouvelles formes de gouvernement. Les pensionnats devinrent rapidement un élément central de cette politique. Le dessein destructeur de ces établissements fut décuplé par un sous-financement chronique et par des conflits incessants entre le gouvernement fédéral et les sociétés missionnaires, qui avaient le mandat d’assurer le bon fonctionnement de ces pensionnats. En raison d’un manque de leadership et de ressources, ces institutions ne purent maîtriser la crise de la tuberculose qui sévit durant presque toute cette période. Alarmés par des taux de mortalité élevés, de nombreux parents autochtones refusèrent d’envoyer leurs enfants dans ces établissements, ce qui poussa le gouvernement à adopter des règlements coercitifs sur la fréquentation. Alors que le gouvernement imposait une réglementation de plus en plus sévère à l’égard des parents, il en faisait bien peu pour régir la discipline, l’alimentation, la prévention des incendies et la salubrité dans les pensionnats. Il présidait, à la fin de cette période, un groupe pancanadien de foyers d’incendie latents n’ayant aucun objectif clair en matière d’éducation et qui étaient économiquement dépendants du travail non rémunéré d’enfants sous-alimentés et bien souvent malades.

Faire de la jeunesse un objet d'histoire permet de lui restituer sa dimension temporelle et son ambiguïté - tant il est vrai qu'elle n'existe que clans les mutations des discours, l'exercice des pratiques et le vertige des combats.
