Since India's independence, socio-economic development and the protection of scheduled castes (SCs) from discrimination and exploitation has been a high priority area for the country. The SCs have been socially ostracized, economically exploited, and denied human dignity and a sense of self-worth. According to the 2011 Census, SCs constituted 16.9% of the Indian population. And, sadly, women belonging to SCs are in a far worse situation by all development indicators. Poverty and deprivation affect them more adversely. And yet, despite of their adverse conditions, they contribute significantly to the sustenance and growth of the production system of the country. The development and empowerment of SCs is a commitment enshrined in India's constitution. This is to be done by ensuring equal rights, access to benefits and resources, and empowerment to enable SCs to develop their potential and capacity as agents of social change, through the process of planned development. Planning in recent years has seen a visible shift in focus from the mere expansion of the production of goods and services - and the consequent growth of per capita income - to planning for the enhancement of human well-being. This book examines the problems and constraints of the SCs population. The various measures adopted to ameliorate their socio-economic conditions are also discussed. Description: This study presents a detailed analysis of the multifaceted struggle of the Scheduled Castes, the odyssey of their transformation from the apolitical, ostracized and indigent mass into a crucial factor in the political structure. It examines the inter-play of the forces, generated both by the British Raj and the changing complexion of the Indian national movement, which helped their emergence as a political power in India. How was the most apposite appellation the 'Scheduled Castes', coined? What were the measures adopted for arriving at their exact enumeration? How was it affected by the 'politics of numbers'? What was their socio-economic condition at the turn of the Century? What was its impact on the process of their politicization and political participating? How did they become an important factor both in the Indian national movement and the politics of the period? What was the pattern of their politics? How far were the ideas, strategies, and ends and means of their mentors in conflict with those of the caste Hindu leaders and nationalists? These are some of the basic questions this study probes and seeks to answer. All through, this study is backed by sound scholarship and critical sensitivity. It is the first study of its kinds in that it (i) traces the chequered career of the term 'Scheduled Castes'; (ii) conducts a province-wise survey of their socio-economic condition; (iii) examines the manipulation of Scheduled Castes' census in the game of the 'politics of numbers'; and (iv) highlights the part played by Baba Saheb Dr. B.R. Ambedkar as also by other prominent leaders, especially, M.C. Rajah, who have hitherto remained ignored. The work is well documented and makes use of all available archival, official and non-official sources.

Upliftment of the scheduled castes is not merely a matter of compassion or charity as is commonly assumed but a developmental necessity. Centuries of exploitation and neglect have forced the majority of these hapless people into sub-human existence. They occupy the bottom rung of the social lader. Devoid of education, information and the necessary motivation, information and the necessary motivation, they are not in a postion to take advantage of teh reservation policy and other programmes evolved to improve their situation. Are the need and relevance of development of these exterior castes duly appreciated? Have development programmes of rthe betterment of the dperessed classes been able to achieve their objective? Is there the necessary social, political and administrative will to evolve social, intervention strategies and implement them in letter and spirit? The present work addresses itself to these questions and strives to identify those factors which facilitate or hinder development and change in these weaker sections of society. It examines the socio-cultural background, economic situation, social interactional patterns, development programmes, the magnitude of participation in these development of participation in these development programmes and programme preference of the members of the scheduled castes.

Education is the most important tool for empowerment and a means to achieve better standard of living, employment increases productivity and quality of life and health indicates the well being of a human being along with contributing to his/her productivity. These three factors present the socioeconomic status. The Scheduled Caste (SC) population of India (16.8%- Census 2011) has had a history of being excluded from basic rights which had an adverse effect on their socio-economic development. Inclusion of SCs has always been important from the point of view of the policymakers too, (The motto of the 11th five year plan). Many other policies have been formulated for the socioeconomic development of the SCs and many are directed solely towards the improvement of their educational, employment and health levels. Hence, it is crucial to assess the development levels of the SCs. Many other factors determine the socio-economic level of the SCs but education, employment and health are the main focus of this paper. This paper throws light on the educational, employment and health status of the SCs and compares it with that of the total population in India since around 2000-01 to 2014-15. The Scheduled Caste SubPlan and some centrally sponsored policies are also analysed to know the amount allocated for the inclusion of the SCs.
