This co-authored book critically reviews existing literature on school resource officer (SRO) programs and presents a thorough evaluation of an SRO program offered by Peel Regional Police in Ontario, Canada. The implementation of a SRO program is a controversial response to school violence and safety issues. While some call for an increased use of police in schools, others are pushing to remove police from schools, or at least to end their involvement in routine discipline. Though many SRO programs exist around the world, little systematic research has been conducted on the topic. The study reported in this book represents the largest and most comprehensive assessment of such programs to date. The research by Duxbury and Bennell indicates that SRO programs can provide real value for students, school staff, policing organizations, and society, but benefits rely on having programs that are well-designed, that the right officers are selected for SRO roles, and that the initiative has support from major stakeholders. Given the current conversations regarding the costs and benefits of having police officers in schools, there is a clear need to determine the value that investment in these types of proactive policing programs creates. The book provides researchers, SROs, police agencies, school boards, school administrators, teachers, parents, and students with information about: the activities that SROs are involved in, how SROs can collaborate with schools to create safe learning environments, and whether (and how) such programs benefit the police, schools, students, and society. Easy-to-digest charts facilitate understanding, and anonymized reflections from SROs, school staff, and students are presented throughout the book to provide context.

This qualitative study was conducted to collect information and data that would assist in understanding the effectiveness of a school resource officer program from the perspective of the High School Principal. In particular, the study focused on the degree to which the experience, knowledge, and skills of school resource officers were utilized effectively in a high school environment. The research is significant in that it explored a relatively new aspect of the school resource officer program, specifically from the perspective of the principal. The data showed that although the SRO’s were performing their expected tasks to provide a safe and secure school environment, other unintended roles developed that further enhanced student learning. These unintended roles allowed the SRO to build trust, develop relationships and deter potential criminal activity. The perspectives of the principals’ indicate SROs are an effective response to threats to school safety and additional training is needed to provide the SRO with the necessary skills and knowledge to address the student’s personal and social needs.

School districts in the state of Connecticut have continued to make decisions surrounding whether school resource officers (SROs) have a place in their schools. Two previous studies, research from 2008 (ACLU) and 2019 (Hudson et al.) highlight outcomes associated with SROs, but little research is available unpacking the roles and responsibilities that make up the role. Considering how under-researched the position is and using Lipsky’s Street-Level Bureaucracy (2010) as a framework to understand the SRO’s complicated role as public servants, this quantitative study investigates what a school resource officer is and the expectations, roles, and responsibilities of the position. The research questions driving this study are: (1) What is the role of a Connecticut School Resource Officer? (2) What are the expectations and responsibilities of a Connecticut School Resource Officer? Inspired by the works of Ghavami et al. (2021), Fisher and Devlin (2020), and Kelly and Swezey (2015), this study uses survey research methods to collect data regarding the roles, responsibilities, and expectations of SROs from both building-level high school administrators and SROs in Connecticut. Survey questions were adapted from the 2019-2020 National Center for Education Studies School Survey on Crime and Safety, and Kelley and Swezey. Descriptive statistical methods were used to analyze the data and findings were categorized based on the TRIAD Model (teaching, mentoring, law enforcement) developed by the National Organization of School Resource Officers. Findings show the role of SROs in Connecticut public high schools who participated in this study mostly align with the TRIAD model despite a lack of policy or written documents detailing their roles and responsibilities. Suggestions for future research and recommendations for practitioners are provided.

There has been a growing interest in placing sworn law enforcement officers in schools as School Resource Officers (SROs) as a means of improving school safety and improving relations between police officers and youth. However, when this project began in May 2000, relatively little was known about SRO programs. The purpose of the National Assessment was to identify what program "models" have been implemented, how programs have been implemented, and what lessons they may have for other programs. To obtain this information, Abt Associates and its subcontractors collected implementation data by telephone and on site from 19 SRO programs. This information forms the basis of this case studies report. The report begins with a separate case study of each of the five large established programs. Each case study begins with a capsule description of the program followed by a detailed account of its context, history, and operations. Although all five large established programs serve multiple schools, within four of these five programs the researchers singled out a single school for intensive study based on the recommendation of the program supervisor. As a result, much of the information in these four case studies is based on the experience of a single school. (Contains 6 Appendices.).

Schools have a mission of great importance to our nation; they are responsible for keeping our children safe while educating them and helping prepare them to be responsible and productive citizens. The December 14, 2012, shooting at Sandy Hook Elementary School in Newtown, CT, that claimed the lives of 20 children and 6 adults, has heightened congressional interest in school security. Policymakers have begun debating whether school security can be further enhanced, and if so, how best to accomplish that goal. A wide variety of proposals have been offered at the federal level, such as funding for expanded mental health services for students, funding for training on mental health awareness for school staff, funding to assist schools in improving school climate, funding for more school counselors, and funding for more school resource officers (SROs) or other armed security personnel. Wayne LaPierre, Executive Vice President and CEO of the National Rifle Association, has proposed putting an armed police officer in every school in the country as a way to prevent mass shootings. President Obama has proposed creating incentives for Community Oriented Policing Services (COPS) grants to be used to hire more SROs in the current year. In addition, he has requested $150 million in funding for a new Comprehensive School Safety Program. This new grant program would provide school districts and law enforcement agencies with funding to hire new SROs and school psychologists, among other things. This book focuses on one of these proposals, the renewed focus on providing federal funding for more SROs as a means to preventing school shootings. It examines the distribution of and current number of SROs, the potential sustainability of any increase in the number of SROs, and the effect that SROs may have on students and the academic setting. It also examines what available research studies suggest about the extent to which SROs may reduce school violence. These are issues Congress may consider while contemplating an expansion of SRO programs.

A close survey of the landscape of education indicates school climate as a variable that simultaneously influences and is influenced by all other elements, making it both difficult and of vital significance to understand. My initial interest was in school safety and school climate.Even though there is an extensive amount of research written about school climate and school safety, a gap in the literature exists in how school resource officers impact school safety in a rural environment. This became my focused research question. To address this research question, I conducted a qualitative case analysis of two sites. Interviews with students, principals, and a school resource officer were conducted. During and after the data collection process, I employed a coding method with the use of Nvivo to analyze the data. The data showed that there was a disconnect between perceptions of adults and students in the same learning environment that influences school climate. The following recommendations were made: Inclusion of student voice in the hiring process of school resource officers Intentionality with the roles expected of the school resource officer to go beyond the singular service of the law enforcer Inclusion of student voice in matters that impact school climate; specifically, safety, rule/policy creation, and support Utilization in rural settings of the school resource officer by maximizing student to school resource officer ratios. The research will contribute to the field by enriching the literature regarding both school climate, school resource officers, and the interwoven relationship the two share.
