The School Staff Workload Study was commissioned by the Victorian branch of the Australian Education Union (the Union) in March 2016. The study involved the design and delivery of an online survey by the Australian Council for Educational Research (ACER). The survey was a census of the Union membership and was open to the majority of members in Term 2, June 2016. The survey targeted three groups: teachers, school leaders (Principal class), and education support staff. The survey was intended to provide a detailed picture of the workload of the Union membership and, by extension, Victorian government school staff. Attention was paid to the hours spent by staff in different aspects of their work. Perceptions of workload and of its effect on staff wellbeing were considered, as were views of the school environment. The Union was particularly interested in the relationship between workload and quality of teaching, on the basis that anything that affects the quality of teaching will be likely to affect student outcomes at some level. Principals are responsible for many areas of educational leadership. This includes: the education and wellbeing of students; educational programs; student progress and achievement; management and development of staff and staff wellbeing; financial management of the school; leading improvement, innovation and change; management of school property; and, engaging with the wider school community. The research was conducted in Term 2, 2017 and consisted of a mix of quantitative and qualitative techniques. The quantitative research component consisted of a direct observation research activity in which researchers observed and recorded the tasks that the principal undertook and the time spent on tasks, recorded against an activity framework based on the Australian Institute for Teaching and School Leadership (AITSL) Leadership Profiles. These observations were conducted with a representative group of 119 NSW government schools, with coverage across a range of school and principal characteristics. The qualitative research component consisted of three research activities: fourteen two-hour immersive contextual inquiries with principals in their own environment; four focus group sessions with a mix of executive and administrative support staff; and five industry subject matter expert interviews. The researchers also interviewed sixteen key stakeholders, including department executives and representatives from the Primary Principals' Association (PPA) and Secondary Principals' Council (SPC). This summary provides an overview of three reports comprising a study of resource allocation policies through various organizational structures at both the education system and school levels. An introduction briefly reviews related research and outlines the overall structure of the study, citing some issues of special concern: the balance between primary and secondary staffing allocations; the determination of staffing formulae; alternative staffing methods using aides, specialists, ancillary staff, and part time teachers; teacher workload and noncontact time; flexibility in school staff deployment; implications for staffing policy of various teaching methodologies; effects of alternative staffing practices; system responsiveness to school needs; and the problem of regionalism and staff allocation. The remaining three chapters condense the findings of the individual reports--a comparative study of education systems allocation, a school-level study based on survey data on patterns of staff allocation, and a more detailed school-level study using case studies of selected schools with especially effective staffing policies. The conclusion projects that resource allocation will be influenced in the future by such issues as the balancing of concerns for equity and diversity, the tension between traditional centralized responsibility and the emerging devolution of authority to schools, and weighing priorities among the many purposes of education.
