Studienarbeit aus dem Jahr 1998 im Fachbereich Politik - Internationale Politik - Region: Naher Osten, Vorderer Orient, Note: 1,3, Freie Universität Berlin (Otto-Suhr-Institut), Veranstaltung: Seminar: Die deutsche Außenpolitik, Sprache: Deutsch, Abstract: 1948 wurde der Staat Israel gegründet, drei Jahre nach Beendigung des Zweiten Weltkrieges, der nicht zuletzt Grund für die Bildung eines Staates der Juden war. Ein Jahr später, 1949, entstanden auf den Trümmern des besiegten und besetzten Deutschlands zwei Staaten, die Bundesrepublik Deutschland und die Deutsche Demokratische Republik. Zwei Staaten, die sich dem Erbe eine millionenfachen Schuld zu stellen hatten. Wie mit einer solchen Schuld umgehen? Bis heute ist diese Frage heftig umstritten. Wurde deutsche Schuld an den Verbrechen des Krieges nicht schon gesühnt? Müssen wir uns heute, Generationen später, immer noch mit dieser Frage beschäftigen? Muss, darf oder soll sie bestimmend sein für unsere Politik? Die deutschen Beziehungen zum Staat Israel sind ein Spiegelbild deutschen Gewissens. Vor allem aufgrund unzureichender Vergangenheitsbewältigung, mangelnder Sensibilität im Umgang mit der eigenen und der fremden Geschichte sowie des (fast alles) dominierenden Wunsches nach Wohlstand und "Normalität" sind die Beziehungen zu Israel auch heute noch sehr gespannt. Misstrauen seitens der Israelis wurde in mehr als 40 Jahren Nachkriegsgeschichte nicht abgebaut. Im Gegenteil, mehr als einmal verspielte Deutschland sich das mühselig aufgebaute Vertrauen. So zum Beispiel als 1962 die Beteiligung der Bundesrepublik an der Waffenproduktion Ägyptens, zu diesem Zeitpunkt noch Feind der Israelis, enthüllt wurde. Oder aber als im Golfkrieg Scud-Raketen aus deutscher Produktion in Israel einschlugen. Angesichts dieser Tatsachen ist es nicht verwunderlich, dass der Dialog zwischen beiden Staaten mehrmals zum Erliegen kam.
