Die Kollektivbiographie analysiert Voraussetzungen und Spielräume des Verhaltens der Juristen in den Innenverwaltungen Badens, Württembergs und Hohenzollerns beim Übergang von einem demokratisch verfaßten zu einem totalitären Regime und unter dessen Herrschaft. Den politischen Systembruch von 1933 haben die administrativen Eliten Südwestdeutschlands nahezu unbeschadet überstanden. Widerstand gegen das Hitler-Regime leisteten sie von Beginn an weder aktiv noch passiv. Jederzeit loyal gegenüber dem NS-Staat waren sie vor allem bestrebt, ihren Status einer herausgehobenen, teilautonomen Sozialgruppe zu bewahren. Der Korpsgeist der Beamtenschaft und das Beharrungsvermögen des traditionellen Elitenkartells wirkten durch die NS-Zeit hindurch bis an die Gegenwart heran. Nicht die Jahre 1918, 1933 oder 1945 markieren die eigentliche Zäsur der personellen Verwaltungsgeschichte des 20. Jahrhunderts in Südwestdeutschland, sondern jener Generationenwechsel, der um 1970 mit dem Beginn eines tiefgreifenden Wertewandels innerhab der westdeutschen Gesellschaft zusammenfiel. Der Autor: Michael Ruck, Dr. phil. habil., geboren 1954, ist Hochschuldozent an der Fakultät für Sozialwissenschaften der Universität Mannheim.
