The purpose of this book is to examine how ideology operates--in the sense of influencing the conduct of inquiry--in the policy sciences, defined as economics, political science, and sociology. The author seeks to identify the main ideologies and show how each ideology produces a preference for certain problems, methods, and hypotheses; how it sensitizes scientists to certain phenomena and suggests certain interpretations of those phenomena; and how it closes off other phenomena and concepts from investigation and testing, or at least distorts that investigation. In this book, Diesing critically examines all the major schools of policy-related social thought from 1930 to 1975. He deals with Neoclassical Economics and its various applications, the Keynesians, the Systems Approach, the Schumpeter perspective, the Critical Intellectuals, the Pluralists, the J. K. Galbraith School, New Left Marxism, and the Ecological Paradigm of Schumacher and others. The world looks different if your perspective is that of a rational small businessman working in a society of hypothetical perfect competition, as opposed to that of a proletarian, looking up at your oppressors. Part One is descriptive and evaluative, considering each ideology in turn; Part Two considers the policy implications. Social scientists are often vexed because their work does not satisfy the criteria of "scientific" methodology developed by philosophers of science and logicians who use the natural sciences as their model. In this study, Paul Diesing defines science not by reference to these arbitrary norms delineated by those outside the field but in terms of norms implicit in what social scientists actually do in their everyday work. Patterns of Discovery in the Social Sciences is a detailed and systematic report on the full range of methods and procedures as they are actually practiced. Diesing treats scientific methods as inductive logics of discovery in continuous evolution. Paul Diesing is professor emeritus of political science at the State University of New York at Buffalo. Diesing has also been a faculty associate at the Buffalo Center for International Conflict Studies, where he participated in the Center's program of researching in bargaining theory and international crises. From 1918 to the late 1940s, a host of influential scientists and intellectuals in Europe and North America were engaged in a number of far-reaching unity of science projects. In this period of deep social and political divisions, scientists collaborated to unify sciences across disciplinary boundaries and to set up the international scientific community as a model for global political co-operation. They strove to align scientific and social objectives through rational planning and to promote unified science as the driving force of human civilization and progress. This volume explores the unity of science movement, providing a synthetic view of its pursuits and placing it in its historical context as a scientific and political force. Through a coherent set of original case studies looking at the significance of various projects and strategies of unification, the book highlights the great variety of manifestations of this endeavour. These range from unifying nuclear physics to the evolutionary synthesis, and from the democratization of scientific planning to the utopianism of H.G. Wells's world state. At the same time, the collection brings out the substantive links between these different pursuits, especially in the form of interconnected networks of unification and the alignment of objectives among them. Notably, it shows that opposition to fascism, using the instrument of unified science, became the most urgent common goal in the 1930s and 1940s. In addressing these issues, the book makes visible important historical developments, showing how scientists participated in, and actively helped to create, an interwar ideology of unification, and bringing to light the cultural and political significance of this enterprise.
