Excerpt from Scientific Papers and Addresses, Vol. 1 These volumes contain a selection of the most important Essays contributed by the late Professor Rolleston to the Transactions of various learned Societies and to scientific Journals. Along with them are also reprinted several Addresses delivered before the British Association for the Advancement of Science and other learned bodies. These reprints have been arranged in the following sections: I. Anatomy and Physiology, in which are included many important Anthropological memoirs; II. Zoology, including his Memoirs on Archseo-zoology; III. Archaeology; IV. Addresses and Miscellaneous papers. Amongst the unpublished manuscripts left by Dr. Rolleston were notes on various subjects of archaeological interest, which, owing to the failure in health that for some months preceded his much lamented death, he had evidently been unable to prepare for publication. Of these, his notes on the site of some Roman pottery works discovered in 1879 at the Mynchery upon the Sewage Farm near Littlemore, Oxford; also notes on archaeological discoveries made both at Wytham, Berks, and at Yarnton, Oxfordshire, are of much interest. Unfortunately these notes are too fragmentary to be reproduced in the form in which he left them, but I have prepared a digest, which has been printed as an appendix to the second volume. Excerpt from Journal of Social Science, Vol. 1: Containing the Transactions of the American Association The papers included in this number of the Journal of Social Science are about half of the Saratoga papers of 1888. As some misapprehension may exist in regard to the publication of papers by the Association, it may here be said that all papers engaged for the General Meeting of the American Social Science Association are so engaged with the understanding that they may be printed in the Journal of Social Science, if the Council so decide. If, therefore, the writers choose to publish their papers elsewhere (to which the Council offers no objection), it must be with the stipulation that these papers may also be published in the Journal, at the option of the Council as to the time of publication. A list of all the addresses and papers at the meeting of 1888 is printed on pages vi. and vii. Those belonging to the Departments of Education and Jurisprudence are withheld until spring. The papers of the Health Department are here printed in full, except that of Dr. Chapin, of which only an abstract is given; and the discussion is also reported in full. Townsend, of New York, a well-known authority concerning savings banks and an associate of the International Committee, which proposes to hold a conference at Paris, in July, 1889, to consider the status and result of such institutions throughout the world. Excerpt from Reminiscences, Addresses, and Essays, Vol. 1 At the request of the widow of Dr. Francis Lieber, I have undertaken to examine and arrange for publication some of his less extended, I can hardly call them his less important, writings. The task, though a pleasant one, was not easy, for the papers submitted to me were voluminous, related to a great variety of subjects, and were originally printed in divers forms during a period of literary activity which extended through almost fifty years. Moreover, while much that he wrote was upon transient topics, not much was trivial. He brought to the discussion of local and temporary questions rich stores of learning and habits of philosophical thought. Even in those essays and paragraphs which are humorous there is a grave and substantial foundation. He was thoroughly earnest in that which was least and in that which was most. He was zealous in his desire to promote the highest good of modern society by a study of the past, by a comparison of existing institutions and of the most recent acts of legislation in different countries, and by applying the fundamental principles of justice - of rights and of duties - to the passing events in America and Europe. There is consequently very little which he printed in pamphlets, magazines, or newspapers which would not be valued by a student of political science, interested in the lessons to be derived from the history of the United States. Excerpt from The Revision of the State Constitution, Vol. 1: A Collection of Papers, Addresses and Discussions Presented at the Annual Meeting of the Academy of Political Science in the City of New York, November 19 and 20, 1914 There is an interesting parallel between the present constitutional convention and the one that preceded it. The last one ought to have occurred in 1887, twenty years after the convention of 1867. It did not please the party which happened to be in power in 1887 and for a number of years afterward to have the convention, because they could not get the arrangements just to suit them. At last, in 1892, everything was right and the convention was brought on; delegates were elected in 1893, and a convention was held in 1894. But, lo, after everything was right and the convention was determined upon, there came a revolution in the politics of the state, and the other party elected a majority of delegates and controlled the convention. At this time it seemed to some one - I don't know to whom - that it would be a bright stroke of politics to advance the convention, and so a special election was held, and the convention was brought on by a narrow majority, composed in part, we already know through judicial decisions, of fraudulent votes. But lo, after the convention was thus determined upon a revolution occurred and the other party controls the convention. And the lesson is that it docs not pay to be too acute and adroit and cunning in American politics. The best way is to go on in a simple, direct, honest, faithful effort to help the working of our free self-government. Whoever docs that will go ahead of the very smart politicians every time. I wish to mention another parallel, or contrast, between the two conventions which I think is cause for great satisfaction.
