Financial sustainability is one of the key challenges confronting Europe's universities today. Despite the fact that universities are at the centre of knowledge creation and development, which itself is seen as one of the main engines of economic growth, public funding of higher education in most countries is not increasing or at least not increasing enough in real terms. "Democratisation of higher education" has led to the fact that the higher education budgets per student are relatively low in most European countries compared to Europe's competitors. Despite declarations of intent to increase spending on higher education and research, it is not very likely that public expenditure will grow significantly on average in Europe and therefore be able to keep up with rapidly inflating costs in the years to come. One of the reasons for this is that higher education and research have to compete with other priorities in public budgets (e.g., security, health, etc.). Furthermore, the recent economic downturn has contributed to the decision in many European countries to decrease the levels of investment in higher education and research. Such trends are particularly worrisome for universities across Europe, whose continuing dependence on public funding puts their future sustainability under pressure. New funding schemes and incentives have been discussed and introduced in many European higher education systems, including competitive funding schemes for research under the name of "excellence" policies. Despite the different national institutional configurations in Europe, higher education systems face similar demands of promoting sustainable funding models, maintaining high academic standards, and equality. Thus, financial sustainability is not an end in itself; it aims to ensure that the public university's goals are reached by guaranteeing that the institution produces sufficient income to enable it to invest in high quality education and produce equitable outcomes. For these reasons, this book analyses funding reforms from a multidimensional approach.

Universities compete for candidates for studies. This phenomenon should be particularly evident in the case of popular mass study programs like economics or law. The choice of a university and the study programs is affected by the level of perceived quality of education and the tuition paid. Therefore using measures of competition similar to the law of universal gravitation we measure the competition pressure exercised on each study program by other programs. Subsequently we assess whether there is interdependence between quality of education and research, taking into account the intensity of competition between studies offered by different universities in Poland. The quality of education is taken from Polish Accreditation Committee resolutions and the research quality data is based on scientific categorization. It can be assumed that the highest quality of education and research prevails only in the most competitive environment. In this way we can determine whether the competition pressure is sufficient to improve the quality of education and research and whether there is a need to impose special regulations ensuring external supervision over the quality of education and research activities in higher education sector.

By focusing on the systems and countries that have already achieved near universal participation, High Participation Systems of Higher Education explores this remarkable transformation. The world enrolment ratio, now rising by 10 per cent every decade, is approaching 40 per cent, mostly in degree-granting institutions, including three quarters of young people in North America and Europe. Higher Education systems in the one in three countries that enrol more than 50 per cent are here classified as 'high participation systems'. Part I of the book measures, maps, and explains the growth of participation, and the implications for society and Higher Education itself. Drawing on a wide range of literature and data, the chapters theorize the changes in governance, institutional diversity, and stratification in Higher Education systems, and the subsequent effects in educational and social equity. The theoretical propositions regarding high-participation Higher Education developed in these chapters are then tested in the country case studies in Part II, presenting a comprehensive enquiry into the nature of the emerging 'high participation society'.
