First published in 1984. Screening and prevention are key issues in health, education and welfare, yet they are also extremely vague. Many professionals are unaware of what can be done and who should do it, particularly in the important area of screening young children for special educational or medical provision. This book considers the problem from the standpoint of a whole range of professionals involved in education, health or social provision. Each chapter focuses on a number of points: problems faced by the professional in question; the sort of job screening procedures that exist or are possible; the sort of tests and assessments that are used; referral; and the sort of intervention procedures that are possible. Case study material is included throughout and the book concludes with a review of the problems of collaboration and of establishing an effective screening system. The book should thus be of immediate interest to students and professionals in a wide range of work that involves children.

Assessment of Young Children with Special Needs, Second Edition helps prepare teachers for the task of evaluating the skills of infants, toddlers, and preschool children with developmental delays and those considered at risk to experience developmental delays or difficulties. A child’s environment is a critical consideration when focusing on assessment, and authors Susan Benner and Joan Grim explore the important issues of family resources, health, multidimensional environmental influences, economic deprivation, and domestic violence on infant and child development. This textbook conveys a sense of respect for parents, the powerful influence assessment results can and do have in the lives of young children with special needs, and an understanding of the complexity of child development, progression, and measurement. This book sets the tone for important values and beliefs to honor throughout one’s professional life. This fully revised edition addresses recent legislation, updated versions of assessment, and the newest assessment tools that teachers will come across. The popular full-length case studies of the first edition have been updated, and vignettes of other cases are fully integrated across chapters, bringing the text alive with meaning. Assessment of Young Children with Special Needs, Second Edition now includes expanded discussion on progress monitoring and response to intervention, functional behavioral analysis, pros and cons of norm-referenced testing, web-based gathering tools, ELL students, and screening for autism.

This book is the outcome of many years' study on the large population of preschool children in Dundee, Scotland, where, since 1973, there has been an extensive and comprehensive program of development screening. The research population numbered more than 5,000 children, and the aims of the study were to estimate the frequency and types of neurodevelopmental disabilities identified, to describe their management, to attempt to ascertain causative factors, and to look at the predictive value of screening and its therapeutic value. Separate chapters deal with the various types of problems identified: global delay and mental retardation, motor problems, speech and language problems, behavior disorders, visual and auditory problems. A wealth of information is contained in each chapter on prevalence, causation, and consequences, with illustrative case examples, as well as a review of other relevant studies. Finally there is a valuable discussion on the relative merits of screening and health surveillance, again with reference to other important studies. This book is essential reading for all concerned with the planning or implementation of screening and surveillance programs for preschool children, and should finally answer the question of whether or not screening is worth while.

The purpose of this document is to suggest guidelines for the identification and assessment of children who should participate in programs related to the infant-toddler (Part H) and the preschool (Part B, Section 619) components of Public Law 99-457, the Education of the Handicapped Amendments of 1986. The guidelines integrate information from the fields of medicine, health care, social services, psychology, and education and describe practices to advance the field of early intervention and improve services to children and families. The document first describes the requirements of Public Law 99-457 regarding screening and assessment. A theoretical viewpoint about childhood development is presented, and the differences between screening and assessment are outlined. The complex factors involved in defining the population to be served by Public Law 99-457 are noted, and guidelines for screening and assessing young disabled and developmentally vulnerable children are then proposed. A sequenced planning process is outlined and future tasks are listed. Appendices are attached that contain illustrations of several different models, representative lists of screening and assessment instruments and procedures, a glossary, and regulations from Public Law 94-142 and Public Law 99-457 that pertain to screening and assessment. Includes 79 references. (JDD)

Learning disabilities are among the most common disabilities experienced in childhood and adulthood. Although identifying learning disabilities in a school setting is a complex process, it is particularly challenging in low- and middle-income countries that lack the appropriate resources, tools, and supports. This guide provides an introduction to learning disabilities and describes the processes and practices that are necessary for the identification process. It also describes a phased approach that countries can use to assess their current screening and evaluation services, as well as determine the steps needed to develop, strengthen, and build systems that support students with learning disabilities. This guide also provides intervention recommendations that teachers and school administrators can implement at each phase of system development. Although this guide primarily addresses learning disabilities, the practices, processes, and systems described may be also used to improve the identification of other disabilities commonly encountered in schools.
