The 2013 Report of the Committees on Arms Export Controls (CAEC) scrutinizes the Government's arms exports and arms control policies and practices in unprecedented depth and detail.The scrutiny encompasses the Government's quarterly information on arms export licences, arms export control legislation and procedures, organisational and operational issues, Arms Export Agreements, Arms Control Agreements, arms export control policies, and arms exports to Countries of concern. There are over 3,000 Government approved export licences, worth more than £12 billion, for strategic controlled goods going to the Foreign and Commonwealth Office's 27 countries of human rights concern. Five other countries not on the FCO's list are also covered, including Argentina, which is of concern because of its policy towards the Falkland Islands. The Committees adhere to their previous recommendation that the Government should apply significantly more cautious judgements when considering arms export licence applications for goods to authoritarian regimes "which might be used to facilitate internal repression" in contravention of the Government's stated policy.

The Foreign Affairs Committee believes the events of the 'Arab Spring' should stand as a reminder to the Foreign and Commonwealth Office (FCO) that failing to take a stronger and more consistent stance against human rights violations by overseas regimes can carry risks for the UK. Any suggestion that the FCO downplays criticism of human rights abuses in countries with which the UK has close political and commercial links is damaging to the UK's reputation and undermines the department's overall work in promoting human rights overseas. The Committee is less confident than the FCO that there is little conflict between its simultaneous pursuit of both UK commercial interests and improved human rights standards overseas. The Committee heard concerns on this front with respect to Saudi Arabia and Bahrain in particular. There should be a more robust and significantly more consistent position on human rights violations in the Middle East and North Africa. On China, the Committee finds it difficult to support the Government's approach to human rights engagement with China in the continuing absence of any evidence that it is yielding results, and when the human rights situation in China appears to be deteriorating. The Government should engage in more explicit, hard-hitting and consistent public criticisms of human rights abuses in China. The Committee welcomes the FCO's continued production of an annual human rights report and the Government's recognition that the UK's own human rights practices affect its international reputation and ability to pursue improvements in human rights standards overseas.

It is inevitable that the UK will have strategic, commercial or security-related interests overseas which have the potential to conflict with its human rights work, says the Foreign Affairs Committee in a report published today. The Government should not be trying to assert that the two can co-exist freely: it should instead be explaining publicly its judgments on how to balance them in particular cases. The Committee's recommendation comes in the light of the FCO's decision not to designate Bahrain as a "country of concern" in its 2011 report on its human rights work, despite the repression of demonstrations in Bahrain in 2011. The Committee recommends that the criteria for designation should be based purely on assessments of human rights standards and should not be coloured by strategic or other considerations. The Committee also challenges the Government for being inconsistent in not taking a public stance on the Bahrain Grand Prix but boycotting group stage games at Euro 2012 in Ukraine. On rendition, the Committee finds that the protracted police investigations had an unacceptable impact on the work of the Gibson Inquiry and of relevant committees. The Government should explain why current investigations into claims of rendition made by two Libyans are expected to take so long. The Committee accepts that enough progress has been made in Burma to justify some relaxation of the EU's sanctions regime, but it says that Burma's human rights record remains seriously blemished. It recommends that the UK should call for better access to those still detained as political prisoners, and should press the Burmese authorities to allow independent observers to visit Rakhine state, to assess the extent to which the rights of the Rohingya minority are being respected.

The Chief Commissioner of ICAI has a crucial role in scrutinising aid spending by the UK Government and reporting to Parliament through the International Development Committee. The Committee are pleased to endorse the appointment of Dr Alison Evans to this post, but recommend that at least one of the existing Commissioners be reappointed for a further term to ensure continuity, and that one of the Commissioners be an audit professional. The selection process used resulted in an unranked list of four candidates deemed "appointable" being presented to the Secretary of State for consideration. This puts too much power in the hands of the Secretary of State for an independent scrutiny post and threatens to undermine the candidate in the eyes of the public who may assume that the candidate most sympathetic to DFID was chosen. The Committee recommend that panels for ICAI Commissioner appointments should be invited to rank candidates or otherwise advise the Secretary of State as they see fit. In the longer term, it is recommended that the Committee be able to choose the Chief Commissioner from the list of candidates.

In this report the Defence Committee says the information published so far by the Scottish Government on the defence and security implications of Scottish independence falls far short of requirements. The Committee also cannot currently judge the likely running costs of the proposed Scottish defence force, given the limited information it has so far received. The Committee is, however, unconvinced that the proposed budget of £2.5bn can support both the proposed Scottish defence force and the purchase of new equipment including fast jets and submarines. The report seeks answers to the following questions: how would a sovereign Scottish Government ensure the defence and security of an independent Scotland? For what purposes would Scottish armed forces be used? How would Scottish armed forces be structured and trained, and where would they be based? How much would it cost to equip, support and train an independent Scotland's armed forces and how much of this could be procured and delivered domestically? And how many jobs in the defence sector would be placed at risk? The Committee also raises detailed questions about the proposed Scottish defence force: the numbers and types of aircraft and naval vessels which would be needed and how they would be procured and maintained; the numbers of combat troops the Scottish Government envisages (including its plan to re-instate historic Scottish regiments); and the availability of training facilities to maintain the appropriate professional standards. In the event of independence, the defence industry in Scotland would face a difficult future.

The Independent Commission on Aid Impact (ICAI) was established in May 2011 with a strategic aim to provide independent scrutiny of UK aid spending, to promote the delivery of value for money for British taxpayers and the maximisation of the impact of aid. ICAI reports directly to Parliament through the International Development Committee, which established a sub-Committee on the work of ICAI in October 2012. This has worked well, and has helped foster closer working arrangements that promote the sharing of ideas between IDC inquires and the evaluations that ICAI undertakes. ICAI's Annual Report 2012-13 was generally well-received, as was the Commission's overall performance over the past year. The Annual Report published ICAI's budget for the first time and another excellent innovation was a section following up recommendations made in ICAI's Year 1 reports. ICAI should include a more detailed assessment of the impact of UK aid, including overarching lessons for DFID and should do more to promote lesson-learning across evaluations. This could be done by seminars and outreach events following each evaluation, which would help improve knowledge dissemination, both to DFID and the wider development community. A clear message this year was that DFID must think more strategically about its management of large contracts, especially those with multilateral agencies, nongovernmental organisations and contractors. This seems a fundamental criticism of the Department given the significance of these relationships. DFID should pay closer attention to how it selects external agencies as implementing bodies, and how much it pays for their services.

The Ebola outbreak that has stricken Sierra Leone, Liberia and Guinea since March 2014 has had a devastating effect on the region. By 2 December 2014, more than 17,500 cases and 6,000 deaths had been reported. Ebola has had wider damaging consequences for local economies, food security, institutional stability and the broader health system. The House of Commons International Development Committee says DfID and the World Health Organisation initially failed to recognise the scale and severity of the Ebola crisis and were too slow to respond. This is in part due the WHO's member states, who have cut its funding and failed to emphasise building sustainable health systems in developing countries, leaving the global health system "dangerously inadequate" for responding to health emergencies. It recommends that DfID press for a review of the international approach to health emergencies, incorporating the function, structure and funding of the World Health Organisation and the role and expectations of major donors.

Extractive companies contribute directly to the UK in a number of ways. Both domestic companies and global companies listed in London contribute through taxes, dividends, licenses and the employment of British workers. The size of the UK's domestic extractive sector is well below its historical peak. However, the Government has expressed support for the enlargement of the UK's domestic extractive and the United Kingdom Trade and Investment is doing good work to promote the United Kingdom as a base for extractive companies to do business with the rest of the world. However, the extractive sector is not without controversy, particularly when one considers reports of poor practice around the world. The UK is at risk of being associated with some of the negative practices often reported alongside the sector. To counter this, more needs to be done to improve to social and environmental performance, transparency and reputations of the companies it hosts and both industry educational institutions and Government must promote and excite the next generation of extractive workers. This should be done by encouraging more British students to study STEM-related subjects, engage with industry to encourage and promote mining as a rewarding and exciting career and encourage large mining companies to support the UK as a base for mining through funding and resources.
