Secrecy and Insurgency deals with the experiences of guerrilla combatants of the Fuerzas Armadas Rebeldes (Rebel Armed Forces) in the aftermath of the peace accords signed in December 1996 between the Guatemalan government and guerrilla insurgents. Drawing on a broad field of contemporary theory, Silvia Posocco’s Secrecy and Insurgency presents a vivid ethnographic account of secrecy as both sociality and a set of knowledge practices. Informed by multi-sited anthropological fieldwork among displaced communities with experiences of militancy in the guerrilla organization Fuerzas Armadas Rebeldes, the book traces the contours of dispersed and intermittent guerrilla social relations, unraveling the gendered dimensions of guerrilla socialities and subjectivities in a local context marked by violence and rapid social change. The chapters chart shifting regimes of governance in the northern departamento of Petén; the inception of violence and insurgency; guerrilla practices of naming and secret relations; moral orders based on sameness and sharing; and forms of relatedness, embodiment, and subjectivity among the combatants. The volume develops new critical idioms for grappling with partiality, perspective, and incompleteness in ethnography and contributes to new thinking on the anthropology of Guatemala. Secrecy and Insurgency will be of interest to social and cultural anthropologists, human geographers, and scholars in Latin American studies, human rights, women’s studies, and gender studies.

Why do some rebel groups seek legitimacy more than others? This article develops a theory to explain that the variation among insurgencies will depend on a trade-off insurgents confront between the interest to obtain legitimacy and the exposure to vulnerability. Inclusive legitimacy-seeking insurgencies will benefit from having more members since the rebellion costs fall as they are shared, and the insurgency will deploy flexible rules to incorporate new partners and establish alliances. Exclusive, less legitimacy-seeking insurgencies will emphasize secrecy by selecting members and producing rigid rules to protect the insurgency from internal and external threats. This characterization has implications for the decision-making, recruitment, and intensity of violence unleashed by the insurgency. Faced with this trade-off and constrained by the likelihood of factionalization, insurgencies engage in coordinated violence. The theory is supported by an analysis of Peru's 1980-2000 insurgencies: the Shining Path and the Tupac Amaru Revolutionary Movement.

This book analyzes U.S. pro-insurgency paramilitary operations (PMOs) or U.S. proxy warfare from the beginning of the Cold War to the present and explains why many of these operations either failed entirely to achieve their objective, or why they produced negative consequences that greatly diminished their benefits. The chapters cover important aspects of what PMOs are, the history of U.S. PMOs, how they function, the dilemmas of secrecy and accountability, the issues of control, criminal conduct, and disposal of proxies, as well as newer developments that may change PMOs in the future. The author argues that the general approach of conducting PMOs as covert operations is inherently flawed since it tends to undermine many possibilities for control over proxies in a situation where the interests of sponsors and proxies necessarily diverge on key issues. Pathological Counterinsurgency critically examines the relationship between elections and counterinsurgency success in third party campaigns supported by the United States. From Vietnam to El Salvador to Iraq and Afghanistan, many policymakers and academics believed that democratization would drive increased legitimacy and improved performance in governments waging a counterinsurgency campaign. Elections were expected to help overcome existing deficiencies, thus allowing governments supported by the United States to win the “hearts and minds” of its populace, undermining the appeal of insurgency. However, in each of these cases, campaigning in and winning elections did not increase the legitimacy of the counterinsurgent government or alter conditions of entrenched rent seeking and weak institutions that made states allied to the United States vulnerable to insurgency. Ultimately, elections played a limited role in creating the conditions needed for counterinsurgency success. Instead, decisions of key actors in government and elites to prioritize either short term personal and political advantage or respect for political institutions held a central role in counterinsurgency success or failure. In each of the four cases in this study, elected governments pursued policies that benefited members of the government and elites at the expense of boarder legitimacy and improved performance. Expectations that democratization could serve as a key instrument of change led to unwarranted optimism about the likely of success and ultimately to flawed strategy. The United States continued to support regimes that continued to lack the legitimacy and government performance needed for victory in counterinsurgency.
