Most of the world’s population lives in cities in developing countries, where access to basic public services, such as water, electricity, and health clinics, is either inadequate or sorely missing. Water and Politics shows how politicians benefit politically from manipulating public service provision for electoral gain. In many young democracies, politicians exchange water service for votes or political support, rewarding allies or punishing political enemies. Surprisingly, the political problem of water provision has become more pronounced, as water service represents a valuable political currency in resource-scarce environments. Water and Politics finds that middle-class and industrial elites play an important role in generating pressure for public service reforms.

Las páginas de “El Activismo Partidista en México (1970-2000)”, significan la tercera entrega del esfuerzo que bajo el nombre de “200 Años de Vida Político Partidaria en México ©”, atiende el acontecer de la praxis política, el armazón institucional y la obra de gobierno. A lo largo de tres décadas, del 1° de diciembre de 1970 al 30 de noviembre de 2000, sucedieron cinco gobiernos nacionales: Luis Echeverría; José López Portillo; Miguel de la Madrid; Carlos Salinas y Ernesto Zedillo, todos de extracción civil y miembros del mismo partido político. El cambio de siglo también coincidirá con el fin de 71 años en el poder de ese membrete partidario: PNR-PRM-PRI. La renovación del titular del Poder Ejecutivo atendió la formalidad republicana. La clase gobernante hablaba al unísono de orden y armonía, pero el Estado era confrontado por variados grupos, al punto que en más de una ocasión se temió por una ruptura del orden social. Son años marcados por crisis de toda índole, donde emergieron las dudas sobre la calidad de la democracia, la legitimidad del gobernante y la viabilidad del sistema político en su conjunto. En este periodo el orden legal fue confrontado. La irrupción de la guerrilla, el brote de partidos opositores, los conflictos entre la clase política, el resurgimiento del sindicalismo independiente, el agobio del crimen organizado, el estallido de conflictos regionales, la aparición de movimientos urbano populares, las recurrentes crisis económicas y más, alimentaron conflictos que, seguidos de otros de tipo crónico: fraude electoral, represión, subdesarrollo, desigualdad, crearon coyunturas en que pareció emerger un país acorralado.
