The economic growth of East and South-East Asia in the context of the global financial crisis has strengthened the view that this region is emerging in the 21st century as the most economically vibrant region in the world. With some of the largest economies, and generally high economic growth rates compared to the rest of the world, it is unsurprising that East and South-East Asia has become the subject of global interest. East Asia’s rise inevitably focuses attention on the issue of China’s emergence as a regional and global power. Such a prospect challenges the current status quo, in which the region is dominated by the USA and its regional allies, and issues in Sino-US strategic relations have raised global awareness of the need to understand this pivotal region better. In addition, the Taiwan issue continues to evoke nationalist sentiments in China, and North Korea continues to threaten regional stability. Non-traditional (or alternative) security issues are also of major importance in the region, including natural disasters and epidemics, as well as challenges relating to human rights and governance, transnational crime, demographic issues, economics and trade and regionalism. This Handbook aims to offer an insight into these issues. The volume is divided into two main sections. The first, International Relations and Security Perspectives, will focus on the international relations of the region, paying special attention to the key state players. The chapter contributions will examine the security perspectives, and foreign and defence policies of these states, as well as key bilateral relationships. The second section will examine key Regional Non-traditional Security Issues, including globalization, transnational health challenges, population growth and the environment.

First published in 1990, National Security and International Relations provides a concise analysis of the problem of national security in the twentieth century. It examines the criteria by which states decide what level of security they want to seek in an uncertain and essentially Hobbesian world, and why some states tend to underinsure, while obsessively insecure states overinsure, frequently making others more insecure in the process. In the wake of two world wars and the threat of nuclear destruction, Peter Mangold argues that war was becoming as much a source of insecurity as the intentions of other states. It then explores the different approaches attempted during the twentieth century to ameliorate or ideally escape from the security dilemma. These range from international regimes, to the restructuring of the international politics of Western Europe so as to substitute cooperation for conflict, and U.S. and Soviet attempts to render nuclear competition safer through arms control and confidence building measures. The central assertion of this book is that states pursue social actions to serve self-identity needs, even when these actions compromise their physical existence. Three forms of social action, sometimes referred to as ‘motives’ of state behaviour (moral, humanitarian, and honour-driven) are analyzed here through an ontological security approach. Brent J. Steele develops an account of social action which interprets these behaviours as fulfilling a nation-state's drive to secure self-identity through time. The anxiety which consumes all social agents motivates them to secure their sense of being, and thus he posits that transformational possibilities exist in the ‘Self’ of a nation-state. The volume consequently both challenges and complements realist, liberal, constructivist and post-structural accounts to international politics. Using ontological security to interpret three cases - British neutrality during the American Civil War (1861-1865), Belgium’s decision to fight Germany in 1914, and NATO’s (1999) Kosovo intervention - the book concludes by discussing the importance for self-interrogation in both the study and practice of international relations. Explanation and Progress in Security Studies asks why Security Studies, as a central area of International Relations, has not experienced scientific progress in the way natural sciences have—and answers by arguing that the underlying reason is that scholars in Security Studies have advanced a range of different notions of "explanation" or different criteria of "explanatory superiority" to show that their positions are better than rival positions. To demonstrate this, the author engages in in-depth content analysis of the generally recognized exemplars of explanation and explanatory superiority in three of the core debates in the disciplines: Why do states pursue policies of nuclear proliferation? Why do states choose to form the alliances they do? And why do liberal democratic states behave the way they do toward other liberal democracies? The book reveals that authors in the debates that have shown the most progress use similar criteria in arguing for and against the key explanations. In the nuclear proliferation debate, there is wide divergence in the criteria the most visible authors use, and there is wide divergence in the explanations offered. In the alliance formation/balance-of-power debate, there is some overlap of criteria the most important authors use, and there has been some limited movement toward consensus. In the democratic peace debate there has been much more overlap of criteria the most prominent authors use, and there is agreement on both some positive and negative conclusions.

How do once bitter enemies move beyond entrenched rivalry at the diplomatic level? In one of the first attempts to apply practice theory to the study of International Relations, Vincent Pouliot builds on Pierre Bourdieu's sociology to devise a theory of practice of security communities and applies it to post-Cold War security relations between NATO and Russia. Based on dozens of interviews and a thorough analysis of recent history, Pouliot demonstrates that diplomacy has become a normal, though not a self-evident, practice between the two former enemies. He argues that this limited pacification is due to the intense symbolic power struggles that have plagued the relationship ever since NATO began its process of enlargement at the geographical and functional levels. So long as Russia and NATO do not cast each other in the roles that they actually play together, security community development is bound to remain limited.
