This book develops a new theoretical framework for the study of security issues and applies this to the case of health. Building on the work of the ‘Welsh School’ of Security Studies, and drawing on contributions from the wider critical security literature, the book provides an emancipatory perspective on the health-security nexus – one which simultaneously teases out its underlying political assumptions, assesses its political effects and identifies potential for transformation. Security, Emancipation and the Politics of Health challenges conventional wisdom in the field of health and international politics by conceiving of health as a fundamentally political issue, and not merely as a medical problem demanding ‘technical’ solutions and arrangements. The book shows how political processes of representation underpin notions of health and disease through an examination of three key areas: the linkages between immigration and the fear of disease; colonial medicine; and the ‘health as a bridge for peace’ literature. In order to successfully carry out this political investigation of health, the book develops an innovative theoretical framework inspired by the idea of ‘security as emancipation’, which goes beyond the existing emancipatory literature in security studies. This book will be of much interest to students of critical security studies, health politics, sociology and IR in general.

For most Western governments, defending against the threat of infectious disease is now an accepted security priority. Deciding what resources and policies to put in place to protect populations from pandemics, however, involves difficult political choices. How can we get these decisions right? And what are we prepared to sacrifice to achieve better health security? In this book, Simon Rushton explores the politics of pandemics in the contemporary world. Looking back over three decades of public health, he traces national and international efforts to tackle infectious disease, focusing in-depth on three core areas in which securitization has been particularly successful: rapidly spreading pandemic diseases, HIV/AIDS and man-made pathogenic threats, such as biological weapons. Three central problems raised by common responses to disease as a security threat are then examined: the impact upon individuals and civil liberties; the tendency to treat the symptoms and not the underlying causes of disease outbreaks; and the limited range of diseases deemed worthy of global attention and action. Arguing against a tendency to treat global health security as a technical challenge, the book stresses the need for a vibrant, and even confrontational, political engagement around the implications of securitizing public health.

This new book presents critical approaches towards Human Security, which has become one of the key areas for policy and academic debate within Security Studies and IR. The Human Security paradigm has had considerable significance for academics, policy-makers and practitioners. Under the rubric of Human Security, security policy practices seem to have transformed their goals and approaches, re-prioritising economic and social welfare issues that were marginal to the state-based geo-political rivalries of the Cold War era. Human Security has reflected and reinforced the reconceptualisation of international security, both broadening and deepening it, and, in so doing, it has helped extend and shape the space within which security concerns inform international policy practices. However, in its wider use, Human Security has become an amorphous and unclear political concept, seen by some as progressive and radical and by others as tainted by association with the imposition of neo-liberal practices and values on non-Western spaces or as legitimizing attacks on Iraq and Afghanistan. This book is concerned with critical perspectives towards Human Security, highlighting some of the tensions which can emerge between critical perspectives which discursively radicalise Human Security within frameworks of emancipatory possibility and those which attempt to deconstruct Human Security within the framework of an externally imposed attempt to regulate and order the globe on behalf of hegemonic power. Since the end of the Cold War, there has been a comprehensive challenge to dominantconceptions in Security Studies. Security has been approached as a political phenomenon, resulting from political assumptions and having political effects. The politicization of securityhas been pursued by a number of so-called?critical approaches,? including?security asemancipation.? The latter argues that security consists in removing or alleviating constraintsupon the lives of individuals and groups? such as poverty, ill health, or lack of education. Thisthesis asks two questions: firstly, can the?security as emancipation? approach, in its currentformulation, deliver on its claims and promises, in the context of the effort of politicization inSecurity Studies? And secondly, if it is shown that there are weaknesses, in what ways can theanalytical and normative outlook of security as emancipation be strengthened through anengagement with other resources in the literature? Chapters 1 and 2 establish the context inwhich the merits of security as emancipation must be judged. They conclude that anengagement with this approach must focus on the way it conceives the multiple connectionsbetween security and politics. Chapters 3, 4 and 5 pursue this insight, by focusing on thenotions of reality, threat and power respectively. In each of these themes, the argumentidentifies gaps in security as emancipation and suggests theoretical reconsiderations based onan engagement with approaches and ideas? in the critical security literature and in social andpolitical theory? that so far have been neglected or not examined sufficiently by this approach. This thesis aims to re-establish security as emancipation as a valid interlocutor within criticaldebates about security. It also aims to show that the dialogue between critical approaches is, not only possible, but beneficial to understanding the politicization of security.

An argument for the centrality of rights in health security, and how to apply ethical principles to protecting those rights during public health crises. In recent years, efforts to respond to infectious diseases have been described in terms of national and global security, leading to the formation of the field of “health security.” In War on All Fronts, Nicholas G. Evans provides a novel theory of just health security and its relation to the practice of conventional public health. Using COVID-19 as a jumping-off point to examine wider issues, including how the US thinks about and prepares for pandemics, Evans shows the flaws in using the “war metaphor" and how any serious understanding of health security must square with human rights—even when a disease poses a threat to national security. Evans asks what ethical principles justify declaring, and taking action during, a public health emergency such as the ongoing COVID-19 pandemic. The relevant principles, he argues, parallel those of the ethics of armed conflict. Just war theory, properly understood, begins with pacifism and a commitment to the right not to be killed and then steps back to ask under what limited conditions it is permissible to kill. In a similar way, a just health security must also begin with the idea that public health should hold human rights sacrosanct and then ask under what limited conditions other concerns might prevail. Evans’s overall goal is to formulate a guide to action, particularly as the world deals with the fallout of the COVID-19 pandemic. Turning to the transition from war back to peace in public health, he looks at reparation, rebuilding, and the accountability of actors during the crisis.
