While widely considered a core pillar of the peace and security architecture, Security Sector Reform (SSR) is coming under fire. SSR theory and practice are criticized for being overly focused on traditional conflict and post-conflict settings and for being unable to adjust to unconventional settings marked by chronic crime and terrorism. SSR tends to be disproportionately focused on national institutions and less amenable to engaging at the subnational scale. Drawing on the experiences of so-called ‘citizen security’ measures in cities across Latin America and the Caribbean, this paper offers some opportunities for renewing and revitalizing SSR. The emphasis of citizen security interventions on multiple forms of insecurity, data-driven and evidence-informed prevention, the promotion of social cohesion and efficacy and designing crime prevention into the social and built environment are all insights that can positively reinforce comprehensive SSR measures in the 21st century.

The ELISE project aimed at developing adequate conceptual tools for a better understanding of security issues in modern European societies, while at the same time providing a framework for policy responses to future crises which do not undermine civil liberties, human rights and social cohesion. To achieve this, ELISE has proceeded in three complementary directions. First, it has sought to develop a better and more comprehensive understanding of contemporary security challenges. Second, it has sought to develop a detailed account of the development of security policies at both the national and EU levels - especially in the aftermath of events such as those of 11 September 2001 - and of their impact on EU societies and their cohesion. Third, it has sought to identify the primary institutional challenges now confronting both Member States and the EU as a consequence of the many forces that are reshaping the relation between liberty and security in many different contexts.

During the last twelve months, the Muslim Community Reference Group (MCRG) and its Sub-Groups formed recommendations and proposals to the Australian Government that aim to create a more inclusive Australia in which people are less likely to be isolated and marginalised and possibly attracted to rigid and antisocial thinking that can lead to destructive activity. More than 40 projects were proposed by the MCRG and its Sub-Groups for consideration in the development and implementation of the National Action Plan to Build on Social Cohesion, Harmony and Security (the National Action Plan).

This book aims to enrich the thinking and discussion in relation to the importance that citizenship, immigration, rights and private laws play in the modern world. This is in a time when social cohesion and national identity is being challenged. It will explore the impact these laws have had on Australia, European Union (EU) and Slovenia. Identity and social cohesion are contested concepts and can invoke different responses. The challenges states and the EU are likely to face in retaining and even strengthening their respective identities and social cohesion from continued geopolitical shocks, security, economic volatility and environmental degradation is likely to be formidable. These alone pose some of the most complex political and policy issues facing the world. The EU can be held up as a polity that, has developed an identity and level of cohesion, while allowing member states to retain their national identities. It has, to date, also been successful in managing the rise of nationalism. However, that has come under threat in recent times. Thus, the very foundations of liberal democracy could be diluted from the impact of these challenges. Moreover, the basic foundations of rights have, in part, already been diluted from the rise of terrorism (which is acceptable), however, the geopolitical differences pose a significant challenge, in, and of themselves.
