The Subcommittee on International Security, International Organizations and Human Rights will come to order. Challenges To U.S. Security In The 1990's Today the subcommittee begins a new series of hearings on the subject of challenges the U.S. security in the 1990's. We have found, much to the surprise and dismay of many of our fellow citizens, that the post-cold war world is neither tranquil nor peaceful nor secure. Nonetheless, I don't think there are any in America or elsewhere who would wish to return to the stability of the cold war. In the changed international conditions, it is essential that we evaluate the challenges to our Nations security and that we consider the diplomatic and military policies we must adopt in order to meet these challenges. There are a number of elements that we plan to consider during the course of this set of hearings. Among the challenges that we would like to evaluate are the problems of nuclear proliferation, the changed nature of terrorism, the globalization of crime and narcotics, the future international impact of political developments in Russia and the Republics of the former Soviet Union, and the future role of the United States security alliances with our European and Asian allies. Our witness for this series of hearings will include some of our most distinguished scholars, practitioners of diplomacy and policymakers from previous administrations. Together, they represent a wealth of knowledge and experience that our subcommittee will drawn upon for this series of hearings. This paper is the text of a speech given at a luncheon co-sponsored by Town Hall of California and the Los Angeles Council of Engineers and Scientists, in Los Angeles, on February 19, 1991. The author describes the possible future geopolitical environment, the outlook for defense spending, and their implications for the defense industry. He identifies some characteristics of the post-Cold War era: (1) an increase in the likelihood of non-superpower crises; (2) more far-reaching destructive effects of disputes that were once limited in scope, as modern weapons are used; (3) an increased need for collective action--whether under the aegis of international organizations, multinational alliances, or ad hoc affiliations--to meet international problems; (4) the need for the United States to take a leading role in the creation of a new world security order; and (5) cooperation with more than the United States' traditional international partners. Finally, deliberations about longer-term security requirements should be dominated by two critical considerations: the formulation of a new national security strategy, and a strengthening of the industrial capability that supports our global military reach and influence.

Many academic criminal lawyers and criminal law theorists seek to resolve the optimum conditions for a criminal law fit to serve a liberal democracy. Typical wish lists include a criminal law that intervenes against any given individual only when there is a reasonable suspicion that s/he has caused harm to the legally protected interests of another or was on the brink of doing so. Until there is conduct that gives rise to a reasonable suspicion of criminal conduct by an individual, s/he should be allowed to go about his or her business free from covert surveillance or other forms of intrusion. All elements of crimes should be proved beyond any reasonable doubt. Any punishment should be proportionate to the gravity of the wrongdoing and when the offender has served this punishment the account should be cleared and good standing recovered. Seeking Security explores the gap between the normative aspirations of liberal, criminal law scholarship and the current criminal law and practice of Anglophone jurisdictions. The concern with security and risk, which in large part explains the disconnection between theory and practice, seems set to stay and is a major challenge to the form and relevance of a large part of criminal law scholarship.

The concept of security has undergone significant change in the past few decades. Traditionally thought of in terms of the state-centric, militarily focused, realist discourse, the concept of security has been broadened to include a greater number of potential threats and an increased number of relevant actors. Yet, despite the great changes in security scholarship, the vast majority of studies on North Korea continue to focus primarily on the country’s nuclear weapons program, its military, and other traditional security issues surrounding Pyongyang. While North Korea captures headlines with its aggressive behavior and growing nuclear arsenal, the ground-level threats to average, everyday North Koreans go largely unnoticed. This groundbreaking volume seeks to refocus research on North Korean security from the traditional to largely unexplored non-traditional security (NTS) issues. In the wake of political succession to Kim Jung Un, the issue of non-traditional security is increasingly important. This book addresses a central puzzle in ontological security theory, namely the relationship between identity continuity and change, and the role anxiety plays in fostering and inhibiting change. The work argues for a more nuanced perspective on how change and threats to national identity relate, thus advancing our understanding of the role anxiety plays in shaping state choices. The case studies of Sweden and Germany show that national identity can experience highly disruptive challenges when the external security environment changes. According to extant ontological security theory, these structural challenges should lead to heightened anxiety and identity crises as national narratives become unstable and fragile. Instead, empirical evidence shows that states turn ontological anxiety into strategies of anxiety abatement, management, and ontological innovation. The evidence also reveals that states go to extraordinary lengths to maintain existing narratives, discursively maneuvring between the twin needs of biographical continuity and responsiveness to change. In their efforts to adapt and preserve identity, states embrace ontological ambiguity; they neither fully respond to change, nor do they ignore it. Rather, they strive for discursive innovation where new interpretations of how to be are balanced with new interpretations of the meaning of necessary change. In the process, ontological ambiguity becomes the new normal. These findings suggest that Sweden and Germany may not be outliers, and that being and becoming is an inherent feature of social life all state actors must engage with. This book will be of interest to students of security studies, European politics, foreign policy, and international relations.
