Buku ini merupakan hasil penelitian yang dilakukan di dua kota, yaitu Purwokerto dan Kupang. Setidaknya ada tiga hal yang dijelaskan dalam buku ini. Pertama, urgensi penjaminan mutu sekolah di era globalisasi. Kedua, definisi kualitas sekolah dari perspektif aktor-aktor yang terlibat dalam praktik pendidikan, yaitu pemerintah (negara), sekolah, siswa, dan masyarakat. Ketiga, menjelaskan bagaimana mekanisme kompetisi antarsekolah dalam kaitannya dengan proses peningkatan mutu sekolah. Masalah menarik perhatian yang dibahas dalam buku ini ialah apa yang disebut sekolah berkualitas. Ternyata sekolah dapat merupakan “pusat kekuasaan” karena di-support antara lain oleh organisasi internasional, oleh arus globalisasi atau pengaruh kapitalisme yang memasuki dunia pendidikan. H.A.R. Buku ini berisi cerita sendu dari sekolah-sekolah swasta yang seolah tengah sekarat. Mereka sedang berupaya keras mempertahankan diri untuk tetap eksis di tengah gelombang liberalisasi yang menggila. Mereka menjadi sekolah marginal karena keberadaannya dipandang sebelah mata oleh pemerintah. Masyarakat pun memandang sinis sekolah-sekolah tersebut. Mereka termarginalkan karena kebijakan pemerintah yang tidak berpihak pada mereka, padahal mereka memiliki posisi dan peran sangat penting. Jasa mereka mendukung keberhasilan pendidikan nasional sangat luar biasa. Mereka dengan susah payah menampung siswa-siswa yang tidak tertampung di sekolah negeri. Ini mereka lakukan karena sekolah negeri sering kali enggan menerima siswa tersebut karena berbagai alasan. Sementara, sekolah-sekolah swasta memilih bekerja keras melayani siswa tidak mampu secara gratis tanpa syarat. Meski buku ini merupakan hasil studi di Kabupaten Banyumas, Jawa Tengah, namun penulis yakin kondisi serupa dapat dengan mudah ditemukan di daerah lain. Dan, penulis yakin ada kondisi sekolah swasta yang kondisinya lebih parah daripada sekolah-sekolah yang digambarkan dalam buku ini. Setidaknya, buku ini lahir untuk menyuarakan keluh-kesah sekolah-sekolah swasta. Hanya ada satu harapan mereka: memang mereka beda dengan sekolah negeri, namun keberadaan mereka tidak seharusnya dibedakan, bahkan didiskriminasi.
