Studienarbeit aus dem Jahr 1999 im Fachbereich Soziologie - Wohnen und Stadtsoziologie, Note: 1,0, Humboldt-Universität zu Berlin (Institut für Sozialwissenschaften), Sprache: Deutsch, Abstract: Durch die Lektüre von Alexis de Tocquvilles "Über die Demokratie in Amerika" kam ich zu diesem Thema. Hauptmotiv für Tocquville, als er dieses Buch verfaßte, war die Freiheit. An Hand der in Amerika vorgefundenen Demokratie untersuchte er die Funktionsweisen dieser, für diese Zeit neuen, Regierungsform und ihre Auswirkungen auf die Freiheit des Individuums. Grundsätzlich geht Tocqueville von einer natürlichen und unabwendbaren Entwicklung ("Vorsehung") zur Gleichheit aus. Das ist für ihn in der Welt der Politik mit einer Demokratisierugsentwicklung verbunden. Demokratie an sich ist für ihn nicht von vornherein etwas positives. Tocqueville hat die Vorstellung, dass sich auch eine Gesellschaft grundsätzlich zwischen Gut und Böse entscheiden muß, wenn sie dem Menschen Glück, d.h. die freie Entwicklung des menschlichen Willens, ermöglichen will. In dieser Dichotomie zwichen Gut und Böse ist die böse Variante die Entwicklung zur Gleichheit ohne Berücksichtigung der Freiheit. Tocquville spricht dann von "demokratischem Despotismus" und meint damit eine weitgehende Zentralisierung des Gemeinwesens unter Abgabe der Verantwortung der Einzelnen an eine Zentralmacht, den Staat. Die gute Variante jedoch, also die Möglichkeit, der Freiheit einen Platz neben der Gleichheit zu sichern, sieht Tocquville in vertikaler Gewaltenteilung. Hier spielt die Gemeinde eine zentrale Rolle. Diese "Schule der Demokratie" lehrt den Bürgern durch Selbstverwaltung und Selbstregierung politische Klugheit und hilft ihnen damit, innerhalb der Demokratie freiere und "bessere" Willensentscheidungen zu treffen. Es gibt also klare Grenzen zwischen Staat und Gemeinde, die Gemeinde handelt weitgehend autonom. Diese Demokratievertändnis hat mich begeistert. Jedoch sind seit der "Demokratie in Amerika" fast 200 Jahre vergangen und politische Probleme scheinen heute komplexer denn je. Immernoch gibt es aber Anhänger einer auf Autonomie und Selbstverwaltung basierenden Gemeinde, die den fundamentalen Grundstock eines auf verstärkt vertikal gewaltengeteilten Staates darstellt. Woher kommt die Forderung nach einer selbstverwalteten, staatsunabhängigen Gemeinde?1
