This SAE Standard applies to all self-propelled machines with a gross vehicle mass up to 5000 kg that are utilized to clean material from outside paved areas, parkland, floors in non-residential buildings and areas principally exposed to pedestrian traffic. Primary methods for material removal can be by mechanical, pneumatic, washing and flushing systems, or in a combination of any system.J2130 is being divided into two documents, J2130-1 and J2130-2. J2130-1 will have a scope to include sweepers with a gross vehicle mass over 5000 kg and J2130-2 will include sweepers 5000 kg and under. The SAE committee MTCSC2 is pursueing a sweeper difinitions standard within ISO TC195. The smaller sweepers covered by J2130-2 do not fall within the scope of TC195.

This revision has been expanded to incorporate additional types of machines and expanded into parts 1 and 2 to discriminate between machines used in street sweeping, airfield operations and road maintenance (Part 1), by virtue, of classification of a gross vehicle mass greater than 5000kg from that of smaller machines used in industrial operations and areas principally used by pedestrian traffic (Part 2).

Many sweeper and scrubber machines are purpose designed and operate on paved and road surfaces amongst other machines and road users.In the construction of such machines, the location of the driver's cab with regard to the steered road wheels and layout of the sweeping and collection mechanisms may inhibit the fitment of a mechanical linkage for the steering function. In these circumstances, machines may be constructed with a hydraulic servo-assisted steering system where the driver's steering wheel operates a control unit that meters fluid to a steering actuator linked to the steered road wheels.This SAE Standard proposes a set of performance requirements for a single-circuit hydraulic servo-assisted steering system as would be applied to machines described in SAE J2130.
