In this paper, we use data from the Mexico and U.S. population censuses to examine who migrates from Mexico to the United States and how the skills and economic performance of these individuals compare to those who remain in Mexico. We test Borjas' negative-selection hypothesis that in poor countries the individuals with the strongest incentive to migrate to rich countries are those with relatively low skill levels. We find that 1) Mexican immigrants, while much less educated than U.S. natives, are on average more educated than residents of Mexico, and 2) were Mexican immigrants in the United States to be paid according to current skill prices in Mexico they would tend to occupy the middle and upper portions of Mexico's wage distribution. These results are inconsistent with the negative-selection hypothesis and suggest, instead, that in terms of observable skills there is intermediate or positive selection of immigrants from Mexico. The results also suggest that migration abroad may raise wage inequality in Mexico

This paper uses data from the Mexican Family Life Survey (MxFLS) to examine the patterns of selection of male, Mexican migrants to the United States. We confirm previous findings that Mexican migrants are selected from the middle of the education distribution, but show that there is no evidence for selection of migrants on cognitive ability. We demonstrate that migrants are also selected from the middle of the observed skill distribution, as measured by predicted wages. However, controlling for proxies of the costs of migration, we find substantially less evidence of "intermediate selection" on observed skill. We find little evidence for selection on unobserved skill, with or without controls for the costs of migration. Finally, we show directly that the decision to migrate is highly correlated with differential returns to observable skill and the costs of migration. Overall, these findings are consistent with the predictions of the canonical model of migration.

We show that the Roy model has more precise predictions about the self-selection of migrants than previously realized. The same conditions that have been shown to result in positive or negative selection in terms of expected earnings also imply a stochastic dominance relationship between the earnings distributions of migrants and non-migrants. We use the Danish full population administrative data to test the predictions. We find strong evidence of positive self-selection of emigrants in terms of pre-emigration earnings: the income distribution for the migrants almost stochastically dominates the distribution for the non-migrants. This result is not driven by immigration policies in destination countries. Decomposing the self-selection in total earnings into self-selection in observable characteristics and self-selection in unobservable characteristics reveals that unobserved abilities play the dominant role.

Borjas (1987, 1991 and 1994) developed the self-selection theory, applying Roy's model (1951) to migration studies. He establishes that the characteristics of migrants in terms of skills and abilities are driven by wage distribution differences between the host country and home. In this regard, when the country of origin has higher relative returns for skills and more disperse income distribution, a negative selection of migrants is generated, and vice versa. A great deal of literature has studied Self-selection model to analyse how wage distribution influences migrants' decisions, leading to consistent and inconsistent results. Given the conflicting results in the literature, this paper examines how migration costs and wage differences influence self-selection patterns -i.e. skills in terms of schooling levels. Taking into account that self-selection can not be studied systematically by means of standard data sources because of the lack of data, we propose an analytical model based on the individual investment decision theory (Human Capital theory), applying simulated data by Monte-Carlo method. The theory of individual investment decisions allows us to analyze self-selection patterns across differences in wages and economic conditions at home and in host countries and to introduce uncertainty using a stochastic framework. An empirical application for long-distant migrations -from Ecuador to Spain- is implemented. Our findings show that migrants are positively selected on observable skills between Spain and Ecuador, considering both constant direct migration costs and constant direct migration costs-plus-variable opportunity migration costs. Secondary data from official sources confirm this tendency.

An increasing number of landings of illegal migrants on the coast of Italy and Spain, but also the recent riots, car-burnings, and street battles that occurred all across France and that have been attributed to the migrant community, seem to indicate that migration is likely to stay high on the European policy agenda for some time. The flow of migrants from poor to rich countries does not, however, constitute a typically European problem. V. S. public policy has also been facing a continued (legal and illegal) inflow of labor from different regions, notably Mexico and other Latin American countries. And similar developments in other advanced countries (Australia, Canada) as weil as in selected fast-growing emerging markets in Eastern Europe and East Asia imply that these countries too are being compelled to adjust their public policies in order to relieve migratory pressures and deal with their consequences. The world economy already saw rising cross-border labor flows in the 1990s and most forecasts predict that South-North and South-South migration will re main at relatively high levels over the next decades and possibly even turn into a major global challenge for policy makers in the 21st century.

From debates on Capitol Hill to the popular media, Mexican immigrants are the subject of widespread controversy. By 2003, their growing numbers accounted for 28.3 percent of all foreign-born inhabitants of the United States. Mexican Immigration to the United States analyzes the astonishing economic impact of this historically unprecedented exodus. Why do Mexican immigrants gain citizenship and employment at a slower rate than non-Mexicans? Does their migration to the U.S. adversely affect the working conditions of lower-skilled workers already residing there? And how rapid is the intergenerational mobility among Mexican immigrant families? This authoritative volume provides a historical context for Mexican immigration to the U.S. and reports new findings on an immigrant influx whose size and character will force us to rethink economic policy for decades to come. Mexican Immigration to the United States will be necessary reading for anyone concerned about social conditions and economic opportunities in both countries.

Research in regional and labor economics has established that economic incentives play a significant role in the process of internal migration. The most common approach is to view migration as a form of human capital investment undertaken by individuals who expect to benefit from the standpoint of increased earnings. One of the central concepts in these models is self-selection. Individuals who self-select the option of migration tend to differ from the nonmigrant population in ways that are not measured in most data sets. The contribution of this paper is in its distinction between two aspects of migrant selection. On one hand, some workers possess unmeasured traits that might simultaneously affect their wages and their propensity to engage in risky human capital investment such as migration. On the other hand, measured earnings might exert a direct effect on migration. Based on samples of employed Swedish males and females at two points in time, this study seeks first to examine whether migration between the two periods occurs in the presence of correlation between unmeasured factors present in both earnings during the first period and the subsequent decision to migrate. Second, it looks for an explicit role of earnings per se in the migration decision. Results of the study provide support for selection based on unmeasured traits for both genders. For females, there is also evidence of selection based on measured earnings.
