Abstract: The authors examine the role of migration networks in determining self-selection patterns of Mexico-U.S. migration. They first present a simple theoretical framework showing how such networks impact on migration incentives at different education levels and, consequently, how they are likely to affect the expected skill composition of migration. Using survey data from Mexico, the authors then show that the probability of migration is increasing with education in communities with low migrant networks, but decreasing with education in communities with high migrant networks. This is consistent with positive self-selection of migrants being driven by high migration costs, and with negative self-selection of migrants being driven by lower returns to education in the U.S. than in Mexico.

Empirically, we find positive or education-neutral selection in communities with weak migrant networks but negative self-selection in communities with stronger networks. This paper uses data from the Mexican Family Life Survey (MxFLS) to examine the patterns of selection of male, Mexican migrants to the United States. We confirm previous findings that Mexican migrants are selected from the middle of the education distribution, but show that there is no evidence for selection of migrants on cognitive ability. We demonstrate that migrants are also selected from the middle of the observed skill distribution, as measured by predicted wages. However, controlling for proxies of the costs of migration, we find substantially less evidence of "intermediate selection" on observed skill. We find little evidence for selection on unobserved skill, with or without controls for the costs of migration. Finally, we show directly that the decision to migrate is highly correlated with differential returns to observable skill and the costs of migration. Overall, these findings are consistent with the predictions of the canonical model of migration.

Using height as a proxy for physical productivity of labour, this paper estimates the selection of Mexican migration to the United States at the beginning of the flow (1906-08), and it exploits a natural experiment of history to evaluate the impact of random shocks on short-run shifts in selection into migration. The results suggest that the first Mexican migrants belonged to the upper ranks of the height distribution of the Mexican working class. Additionally, the financial crisis of 1907, an exogenous labour demand shock in the United States, significantly modified local migrant self-selection. Before the crisis, migrants were positively selected relative to the military elite of the time. During the crisis, migrants became negatively selected, but returned to a stronger positive selection after the crisis. The shift to a less positive selection was influenced by the absence of the enganche, an institution that neutralized mobility and job-search costs. The stronger positive selection in the post-crisis period was partially driven by persistent droughts in Mexico that increased the population at risk of migration.

This paper empirically examines the educational selectivity of United States immigrants and of those that return to their source country. Data from the 1970 to 2000 U.S. Census and the 2010 American Community Survey are employed. Ten countries are selected for the study based on their historical and contemporaneous importance on U.S. migration.The results generally indicate positive selection on educational attainment of recently-arrived immigrants, being China, India, and Philippines the most prominent examples. Mexico does not show evidence of positive or negative selection, but their immigrants' selectivity has worsened through time. Historically, the educational selectivity of returning migrants accentuated the positive selection of those migrants that stay in the United States in most countries' cases. However, patterns of selection among migrants that stay have recently changed. A more detailed analysis with data from the last decade finds evidence of positive selection of immigrants staying in the U.S. for the Mexican and Philippines' case, as well as negative selection for the Chinese. Trends of returning migration are also analyzed by gender, age, naturalization status, and migration spell duration. Mixed evidence of selection trends is found.

We estimate the self-selection of Mexican migrants into and out of the United States in the 1920s. Officials recorded migrant height on border crossing manifests, which we use to proxy migrant quality and to measure self-selection into migration in 1920. Migrants were positively selected on height compared to the Mexican population. We link these migrants to the 1930 U.S. and Mexican censuses to obtain samples of permanent and return migrants and to estimate the selection into return migration. Return migrants were not differentially self-selected on height relative to permanent migrants.
