Ao longo da primeira década deste século, a UFMG incentivou políticas de ações afirmativas para minimizar as desigualdades no acesso da população negra ao ensino superior. Em 2009, implementou a política de bônus, além de exigir uma autodeclaração racial. Porém, a partir de 2017, emergiram denúncias de fraudes, evidenciando uma incompatibilidade entre o modo como os candidatos se veem (autodeclaração) e o modo como os demais estudantes, de modo particular os negros, os enxergam (heteroidentificação). Como resultado desse movimento, a UFMG criou mecanismos complementares: os procedimentos de heteroidentificação racial; fundamentais no debate sobre as identidades raciais do brasileiro e do Brasil. Em um país onde se declarar, ou ser identificado como negro sempre foi visto como algo negativo, tal prática introduz duas perguntas inéditas: "Quem quer se declarar negro (preto ou pardo) no Brasil?" e "Quem pode se declarar negro (preto ou pardo) no Brasil?"

Para entender "nossa" história e "nossa" identidade é preciso começar pelo estudo de todas suas matrizes culturais. Em relação à matriz africana, na maioria dos livros didáticos que conhecemos, o ensino sobre a África e seus povos é geralmente ausente ou apresentado de maneira distorcida ou estereotipada. Neste livro buscou-se contar um pouco da história esquecida ou deformada dos povos africanos que ajudaram a construir o país em que vivemos, uma história que pertence a todos nós, brasileiros, sem discriminação de cor, idade, gênero, etnia e religião.

Myths and misconceptions about Brazil, the world's fifth largest and most populous country, are long-standing. Far from a sleeping giant, Brazil is the southern hemisphere's most important country. Nevertheless, the nation's population of 157 million is divided by huge inequities in income and education, which are largely correlated with race, and crime rates have spiraled as a result of conflicts over land and resources. Ronald Schneider, a close observer of Brazilian society and politics for many decades, provides a comprehensive multidimensional portrait of this, Latin America's most complex country. He begins with an insightful description of its diverse regions and then analyzes the historical processes of Brazil's development from the European encounter in 1500 to independence in 1822, the middle-class revolution in 1930, the military takeover in 1964, and the return to democracy after 1984. In The Anti-Black City, Jaime Amparo Alves delves into the dynamics of racial violence in Brazil, where poverty, unemployment, residential segregation, and a biased criminal justice system create urban conditions of racial precarity. The Anti-Black City provocatively offers race as a vital new lens through which to view violence and marginalization in the supposedly “raceless” São Paulo. Ironically, in a context in which racial ambiguity makes it difficult to identify who is black and who is white, racialized access to opportunities and violent police tactics establish hard racial boundaries through subjugation and death. Drawing on two years of ethnographic research in prisons and neighborhoods on the periphery of this mega-city, Alves documents the brutality of police tactics and the complexity of responses deployed by black residents, including self-help initiatives, public campaigns against police violence, ruthless gangs, and self-policing of communities. The Anti-Black City reveals the violent and racist ideologies that underlie state fantasies of order and urban peace in modern Brazil. Illustrating how “governing through death” has become the dominant means for managing and controlling ethnic populations in the neoliberal state, Alves shows that these tactics only lead to more marginalization, criminality, and violence. Ultimately, Alves’s work points to a need for a new approach to an intractable problem: how to govern populations and territories historically seen as “ungovernable.”
