Serviços ecossistêmicos e planejamento urbano reúne conceitos e discussões que demonstram como a valoração dos ativos naturais pode fomentar o desenvolvimento sustentável e a resiliência das cidades. Ecossistemas e recursos naturais podem ser pensados como ativos ambientais que proveem os seres humanos com um fluxo de serviços que, direta ou indiretamente, contribuem para seu bem-estar. A perda e a degradação desses ativos pode comprometer a capacidade de os ecossistemas se recomporem e entregarem os serviços ecossistêmicos necessários, gerando custos para lidar com as consequências dessa falta (perda da qualidade do ar, redução na disponibilidade de água, erosão etc.) e para desenvolver alternativa aos ativos perdidos. Por suas características de uso e ocupação do solo, incluindo, entre outras particularidades, altas taxas de impermeabilização e poucas ou inexistentes áreas destinadas à agricultura, as cidades são altamente dependentes dos serviços ecossistêmicos produzidos em outras áreas. O livro conceitua e identifica os serviços ecossistêmicos e avalia como a ampliação do enfoque do planejamento urbano, para englobar também as regiões produtoras de serviços ecossistêmicos, pode impactar positivamente a sustentabilidade e a resiliência dos assentamentos humanos. Adicionalmente, são discutidos mecanismos de Adaptação baseada em Ecossistemas, que podem ser utilizados para garantir sua continuidade e capacidade de recuperação do capital natural. Como forma de demonstrar a aplicabilidade do conteúdo apresentado, a obra é finalizada com uma análise-exemplo, abarcando os impactos de uma grande obra de infraestrutura, o Arco Metropolitano do Rio de Janeiro, sobre as áreas produtoras de serviços ecossistêmicos em sua área de influência. A necessidade de nos adaptarmos às alterações climáticas, tal como a necessidade de uma utilização criteriosa dos recursos disponíveis constituem evidências. E é inequívoco que o setor energético é componente fundamental desta temática, desde logo por ser responsável por cerca de 60% da emissão de CO2. Os desafios ambientais e energéticos são, então, inequívocos, sendo que a nível científico surgem já bem enunciados. Mas, em termos práticos, saber em concreto o que fazer e o como fazer, o como alterar o que tem de ser alterado, ainda está muito pouco claro e operacionalizado. O Encontro anual da AD URBEM centrou-se exatamente nesta questão: como alterar as práticas atuais de OT e de Urbanismo para, sem olvidar tudo o que estes domínios encerram, responder de forma eficaz aos desafios ambientais energéticos. Centrados nesta questão, o Encontro da AD URBEM organizou-se conforme Programa: ? Começou-se por uma abordagem, desejavelmente integrada, que procurou confrontar OT e Urbanismo com desafios ambientais; ? Falou-se depois, de forma mais especifica, de Avaliação Ambiental Estratégica (AAE). Assume-se como indiscutível a necessidade de os planos de ordenamento integrarem toda a problemática ambiental. Mas será que o quadro conceptual presente na legislação em vigor aponta o caminho mais adequado? E, na prática, será que as AAE têm sido eficazes, ou têm sido sobretudo mais um procedimento burocratizado? ? Da parte da tarde, voltou-se a uma abordagem aberta e integrada, neste caso centrada na transição energética e na sua relação com OT e Urbanismo; ? Por fim, seguiu-se uma abordagem mais especifica sobre as centrais solares fotovoltaicas, cuja presença no território é já hoje bem visível. Procurou-se aprofundar a sua importância energética e económica e, por outro lado, os seus impactos na paisagem e na biodiversidade. Em suma, pretendeu-se com o Encontro anual da AD URBEM sublinhar a necessidade de aprofundamento e de operacionalização dos temas enunciados.
