A questão do desenvolvimento das nações é um tema de interesse geral, considerando o desenvolvimento diferenciado das regiões mundiais e as desigualdades sociais. Com base na experiência vitoriosa da Petrobrás, são mostrados alguns aspectos da gestão da engenharia e da tecnologia que podem contribuir de forma significativa para o desenvolvimento do país. Conforme Darcy Ribeiro, o processo civilizatório se deu por meio de uma sucessão de revoluções tecnológicas, a partir do desenvolvimento de tecnologias empíricas, que influenciaram as transformações da estrutura socioeconômica, constituindo o processo civilizatório. Neste contexto, a tecnologia e a engenharia constituem a base dos processos de produção e, consequentemente do desenvolvimento econômico, social e ambiental. Contudo, cabe observar que o processo de industrialização, a partir do século XIX, se deu de forma diferenciada nas diversas regiões e países, o que representa um grande desafio dos tempos atuais. Como referência para o desenvolvimento tecnológico e industrial, merece atenção a atuação da Petrobrás como indutora do desenvolvimento do país, destacando-se a forma estratégica com que conduz a pesquisa tecnológica e os empreendimentos de engenharia, envolvendo milhares de empresas, o que levou a seu reconhecimento em âmbito mundial. A Petrobrás deu um novo salto nesse âmbito, ao criar, de forma pioneira, a atividade de engenharia básica, que faz interface com a pesquisa tecnológica, as universidades e os empreendimentos de engenharia, contribuindo para dinamizar o desenvolvimento tecnológico e, ao mesmo tempo, fortalecer a contribuição ao desenvolvimento da engenharia e da indústria do país. Este modelo pode e deve ser adotado por outras empresas, o que, aliado a uma estratégia nacional de desenvolvimento, com base em uma capacitação tecnológica sistêmica, pode contribuir para o alcance de um novo patamar de desenvolvimento do Brasil.
