Services urbains et justice spatiale à Maputo porte sur les inégalités d’ accès aux services urbains et leur rôle dans la construction des expériences locales du juste et de l’ injuste dans la capitale du Mozambique. Confrontée au silence des citadins dans l’ espace public, l’ auteure s’est intéressée à leurs expériences de l’ inégalité et a mis en évidence la faible traduction de leurs sentiments d’ injustice dans des registres d’ action collective. À travers une approche multiscalaire, le politique est traité aussi bien sous l’ angle de la gouvernance urbaine et des référentiels qui y prévalent, que des imaginaires politiques et des pratiques de pouvoir à l’ échelle locale. L’ ouvrage pose en filigrane la question des héritages de la ville socialiste. Produire une ville plus juste se heurte, une fois encore, au Mozambique, à l’ ancrage de l’ autoritarisme à l’ échelle urbaine.

Cette thèse de doctorat porte sur la justice et l'injustice spatiales à Maputo, analysées au prisme du traitement public et de l'expérience citadine des inégalités d'accès aux services urbains (eau potable, déchets ménagers). L'absence d'expression des sentiments d'injustice des citadins dans des registres de l'action collective a amené l'auteur à diriger ses travaux sur la production de l'action publique associée au référentiel du développement, ainsi que le rapport des citadins au politique. Le politique fut approché sous l'angle des structures de pouvoir municipales et des pratiques de contrôle politique qui y prévalaient. Une attention particulière fut consacrée aux dispositifs publics dont pouvaient s'emparer les acteurs non politiques, dont les citadins, permettant l'expression et le débat publics. Cette approche du politique mit en lumière la permanence de pratiques de pouvoir autoritaires, construites sous le régime de l'Etat-Parti.

Many countries around the world are engaged in decentralization processes, and most African countries face serious problems with forest governance, from benefits sharing to illegality and sustainable forest management. This book summarizes experiences to date on the extent and nature of decentralization and its outcomes - most of which suggest an underperformance of governance reforms - and explores the viability of different governance instruments in the context of weak governance and expanding commercial pressures over forests. Findings are grouped into two thematic areas: decentralization, livelihoods and sustainable forest management; and international trade, finance and forest sector governance reforms. The authors examine diverse forces shaping the forest sector, including the theory and practice of decentralization, usurpation of authority, corruption and illegality, inequitable patterns of benefits capture and expansion of international trade in timber and carbon credits, and discuss related outcomes on livelihoods, forest condition and equity. This collection focuses on the making and unmaking of cross-border micro-regions in Africa. Its main emphasis is that micro-regions are not givens, but are constructed and reconstructed through social practice, political economy and by a variety of states, corporations and non-state actors. The region-builders are the focus—that is, those actors that build and make micro-regions and their associated region-building strategies. Key research questions are: for whom, for what purpose and with what consequences are micro-regions being made and unmade?
