It is estimated that 1% to 3% of men who served in the Armed Forces experienced military sexual trauma based on self report. Researchers have begun studying the effects of military sexual trauma in returning Operation Iraqi Freedom (OIF) and Operation Enduring Freedom (OEF) veterans but many of these studies focus on the effects on women assaulted by men. There is a deficit of literature centered on sexual assaults on males by other males in the military, which parallels the sparse amount of research on male-on-male sexual assaults in the general population. One area where research does shed some light on this issue is male-on-male prison sexual assault. The purpose of this dissertation was to review the sexual assault literature in correctional populations to investigate correlates of and interventions for male-on-male assault, the findings of which may be applicable for military populations. Results suggest the main factors associated with male-on-male sexual assaults in prison include: victim and perpetrator characteristics such as size, age, sexual orientation and sentence time; and institutional factors such as overcrowding, frequent blind spots or lack of supervision, and lax buy-in by staff for a strict zero tolerance policy. Recommendations to decrease the occurrence of prison sexual assaults include: adoption of and buy-in to a zero tolerance sexual assault policy; providing extensive sexual assault training for all members of the organization; providing protection for vulnerable classes such as those that identify with the Lesbian Gay Bisexual Transgender and Queer (LGBTQ) community or those small in stature; and modifying infrastructure to decrease areas of blind spots, such as individual cells or showers. This literature review suggests that by implementing these systemic changes, institutions such as prisons or the United States Armed Forces can better protect their members from sexual assaults.

This has been particularly true in institutions designed to care for people with disabilities. In this work, the authors not only describe institutional violence, but work to make sense of how and why institutional violence within care settings is both so pervasive and so profound.
