Excerpt from Shadows and Realities of Government: An Introduction to the Study of the Organisation of the Administrative Agencies of Government, With Special Reference to New South Wales This essay was designed primarily 'for students at the Teachers' College, but it is hoped that it will make some appeal to that widening circle which, in every democratic country, is interesting itself in the efficient administration of public affairs. The book was written during the first half of 1922, but difficulties arose which delayed its publication. Since then there have been im portant amending acts of fundamental concern to the Public Service. In New South Wales an Amending Act has been passed which vitally affects the powers and rights of officers. An Amending Arbitration Act has withdrawn public servants from the Industrial Arbitration Court. The Chap ter on Arbitration has, however, been left as it was written, because that incident can by no means be regarded as closed. In the Federal arena a Public Service Act has been passed constituting a Public Service Board, although the Board has not yet been appointed. The idea of a “deep state” has been around for a long time, going back at least as far as the imperium in imperio (“government within the government”) of ancient Rome and demonstrated in recent times—even to this day—in such places as Egypt, Turkey, Pakistan, and Iran.
