This monograph begins with a short discussion of contemporary insurgency. It makes the argument that, in studying terror war, guerrilla war, or any other common term for insurgency war, we find these expressions mischaracterize the activities of armed groups that are attempting to gain political control of a nation-state. The fact is that these organizations are engaged in a highly complex political-psychological war. Three key harbinger cases from which the first contemporary lessons of modern insurgency should have been learned provide the basis for the argument--Peru (1962 to date), Italy (1968-82), and Argentina (1969-79). Given that these kinds of conflict--or mutations--are likely to continue to challenge U.S. and other global leadership over the next several years, it is important to understand them. In this connection, it is also important to understand that the final results of insurgency or counterinsurgency are never determined by arms alone. Rather, a successful counterinsurgency depends on a holistic process that relies on civilian and military agencies and contingents working together in an integrated fashion to achieve a mutually agreed political-strategic end game.

Years after the U.S. invasion of Iraq, a loosely organized insurgency continues to target American and Coalition soldiers, as well as Iraqi security forces and civilians, with devastating results. In this sobering account of the ongoing violence, Ahmed Hashim, a specialist on Middle Eastern strategic issues and on irregular warfare, reveals the insurgents behind the widespread revolt, their motives, and their tactics. The insurgency, he shows, is not a united movement directed by a leadership with a single ideological vision. Instead, it involves former regime loyalists, Iraqis resentful of foreign occupation, foreign and domestic Islamist extremists, and elements of organized crime. These groups have cooperated with one another in the past and coordinated their attacks; but the alliance between nationalist Iraqi insurgents on the one hand and religious extremists has frayed considerably. The U.S.-led offensive to retake Fallujah in November 2004 and the success of the elections for the Iraqi National Assembly in January 2005 have led more "mainstream" insurgent groups to begin thinking of reinforcing the political arm of their opposition movement and to seek political guarantees for the Sunni Arab community in the new Iraq. Hashim begins by placing the Iraqi revolt in its historical context. He next profiles the various insurgent groups, detailing their origins, aims, and operational and tactical modi operandi. He concludes with an unusually candid assessment of the successes and failures of the Coalition's counter-insurgency campaign. Looking ahead, Hashim warns that ethnic and sectarian groups may soon be pitted against one another in what will be a fiercely contested fight over who gets what in the new Iraq. Evidence that such a conflict is already developing does not augur well for Iraq's future stability. Both Iraq and the United States must work hard to ensure that slow but steady success over the insurgency is not overshadowed by growing ethno-sectarian animosities as various groups fight one another for the biggest slice of the political and economic pie. The Handbook of Latin American and Caribbean Intelligence Cultures explores the contemporary efforts of Latin American and Caribbean nations to develop an intelligence culture. Specifically, it analyzes these countries’ efforts to democratize their intelligence agencies (i.e. to develop intelligence services that are both transparent and effective) to convert the former military regimes’ repressive security apparatuses into democratic intelligence communities—a rather paradoxical task, considering that democracy calls for political neutrality, transparency, and accountability, while effective intelligence services must operate in secrecy. Indeed, even the most successful democracies face this conundrum of democracy and intelligence; Latin America and the Caribbean region is not alone in facing this challenge. The legacy of the repressive military regimes or brutal civil wars—which have inspired in the public a general disdain toward intelligence services due to the grave human rights abuses—coupled with politicians’ persistent lack of interest or expertise in intelligence matters complicate the region’s quest for a proper balance between the competing demands of democracy and intelligence. Critical thinkers like Foucault, Benjamin, Derrida and Žižek have long challenged the liberal separation of violence and politics by highlighting the implicit violence within political and economic structures. But in an era of international terrorism and counter-terrorism, should we not also reverse the question to ask ‘what is political about violence?’ Using interviews with ex-militants from Italian leftist struggle of the 1970s and the Cypriot anti-colonial militancy of the 1950s, Heath-Kelly explores the political utility of violence. Studies of conflict and international politics rarely address how killing and injuring function to win wars or overturn regimes. But by rejecting conceptions of violence as a means-to-an-end found in the works of Clausewitz and Arendt, this book draws upon studies of pain to explore the ways in which armed struggle produces new political subjects and regimes, and discredits others, through experiences of violence. Using Elaine Scarry’s conception of pain as ‘world-destroying’ and Walter Benjamin’s delineation of violence as either lawmaking or law-preserving to frame ex-militant discussions of participation in armed struggle, the book contributes a pathbreaking empirical exploration of violence to international politics literatures - moving the study of political violence away from an understanding of violence as just a means-to-an-end. Drawing out insights that have a far wider resonance and significance for the analysis of the ‘politicality’ of political violence, this work will be of interest to students and scholars in areas such as international relations, security studies and international relations theory.
