La longue pandémie dont nous peinons à sortir a révélé notre très grande dépendance. Nous avons mesuré, pour certains avec stupeur, que la satisfaction de nos besoins, par exemple en paracétamol, dépendait de nos relations avec la Chine. Et chaque Pays a fait ses propres choix. Malgré quelques initiatives, la comparaison a pris le pas sur la coopération. Partout dans le monde les gouvernements ont fait le constat qu’ils devaient renforcer leur souveraineté. Et un premier paradoxe est apparu au cours de cette grande et longue crise. Les nations, pour vaincre un virus qui se moque des frontières, ont décidé de rehausser les leurs. L’égoïsme ne peut être une stratégie globale, dans un monde interdépendant menacé par le changement climatique aussi bien que par la diffusion des épidémies. La Fondation Prospective et Innovation a centré ses travaux sur la gouvernance mondiale. Ils ont notamment porté sur la nouvelle donne américaine, sur les suites du Brexit, les perspectives africaines, américaines, chinoises, la COP 26... Mais aussi, le financement du développement, le problème de l’extraterritorialité des lois et la face cachée des cryptomonnaies. Chacun de ses sujets a fait l’objet d’analyses spécifiques. Au final, il apparaît au sein de la gouvernance mondiale, un thème fédérateur, « la souveraineté solidaire », qui apparaît comme une stratégie porteuse d’espoir. L’Almanach 2022 de la Fondation Prospective et Innovation (FPI) reprend ces sujets pour appeler à la réflexion, par une meilleure compréhension des grands enjeux qui façonnent notre avenir.

Il y a cinquante ans, en Europe, la guerre n’était en aucun cas une issue envisageable à un conflit, quel qu’il soit. Face à des rapports de forces qui pouvaient être violents, elle restait froide. Deux générations ont ainsi vécu avec ce scénario de l’impossible qui repoussait la guerre hors de l’Europe. Tout a changé aujourd’hui où la guerre est de retour et les médias en constante alerte. Une sorte de banalisation de la violence s’est installée conjointement. La guerre apparaît alors comme une issue possible voire acceptable à un conflit européen quand la diplomatie a échoué dans l’atteinte de ses objectifs. On est très loin de ce cri des années 1920-30 : « Plus jamais la guerre ! ». Quatre facteurs ont favorisé ce retournement : la banalisation de la violence, la fragilisation voire le déclin des démocraties, le déficit de gouvernance mondiale et l’impuissance politique de l’Europe. Et pourtant, le « vieux continent » a surmonté les dernières tragédies en créant l’Union européenne. Son modèle qui fait de la diversité une valeur primordiale est à l’opposé de celui des régimes autoritaires. Ces mêmes Européens qui ont réussi à construire un espace d’amitié sur des champs de haine ont ainsi le devoir de préserver leur modèle et, pour la Paix, de refuser de « sortir de l’Histoire » en revenant au Droit qui, dans les démocraties, définit l’inacceptable. La Fondation Prospective et Innovation a proposé en 2024 de multiples rapports, organisé des forums, séminaires, conférences...sur ces différents sujets. Cette édition annuelle du SHERIF en propose la synthèse.
