Social protection is a critical policy instrument in Sierra Leone to address the multiple risks and vulnerabilities faced by citizens. Through the Medium-term National Development Plan for 2019-2023, the government of Sierra Leone (GoSL) stated its aim to expand social assistance to cover thirty percent of the vulnerable population, and launched the National Social Protection Policy (NSPP) in 2011 to reflect new vulnerabilities. The government also announced plans for enshrining social protection into law, supported by a national strategy and plan of action. The objective of this Public Expenditure Review (PER) is to assess public expenditures on social assistance programs and Active Labor Market Programs (ALMPs) in Sierra Leone, with the intention of informing policymakers of the efficiency and effectiveness of these programs.

At the request of the Government of Sierra Leone (GoSL), the World Bank is undertaking a programmatic Public Expenditure Review (PER) to analyze fiscal policy quality and provide policy advice to the GoSL with a focus on fiscal policy and public financial management. The analysis is also meant to inform World Bank projects and operations, other development partners, and the public. The activities of the Programmatic PER are and organized in two modules. The first module is an overview of public expenditure and a fiscal sustainability analysis. More specifically, it analyzes the composition of the budget (based on economic and functional classification) and fiscal sustainability and risks. The second module of the PER is comprised of four sector specific analyses: (i) health, (ii) education (iii) social protection, and (iv) agriculture. The selection of the specific sectors has been motivated by their low level of public spending (in absolute and relative terms), except for health, and low spending efficiency scores the country experiences in these sectors. The Agriculture Sector Public Expenditure and Institutional Review (AgPEIR) therefore constitutes part of the second module of the Programmatic PER. The AgPEIR covers core issues related to the level and quality of public spending in agriculture, which will help to identify the pathway to fiscal adjustment and management of medium to long-term expenditure constraints identified from the previous administration's budgetary details. The agriculture sector review identifies existing patterns of expenditures in core agriculture-related services and the functional institutional capacities in the sector. It is intended to help the new administration make evidence-based decisions on resource allocation by identifying historical patterns of expenditure, comparing these with sector achievements, and suggesting areas for improvements in expenditure management in the future.

Sierra Leone is a low-income, small West African country of approximately 7.65 million population. Over the past decade, the country has made gains on several health indicators, but it faces huge challenges. Infectious diseases remain the leading causes of morbidity and mortality, but non-communicable diseases appear to be trending upward. Critical skills and competencies in public financial management, procurement, and monitoring and evaluation (M&E) require strengthening to deliver health improvements. The objective of this Public Expenditure Review (PER) was to assess public expenditure on health to inform policymakers of the effectiveness, efficiency, and equity of health expenditures in Sierra Leone.

The overall objective of the Public Expenditure Review (PER) for primary and secondary education is to assess the quality and efficiency of public spending on education in order to recommend measures to help heighten the quality and efficiency of public spending in primary and secondary education. The remainder of this report is structured as follows: Chapter two presents macro-fiscal overview extracted mainly from the Macro-Fiscal PER (World Bank, Forthcoming A). Chapter three provides an overview of the education sector context and structure. Chapter four reviews how the main outcomes of the sector have evolved recently. Chapter five reviews the trends in public spending in the education sector. Chapter six analyses the efficiency and equity of education spending. The analysis is followed by chapter seven, a summary of the main findings and policy recommendations.

When Sierra Leone emerged from its long civil war at the beginning of 2002, it had many pressing needs for recovery and reconstruction. As a consequence, Sierra Leone was one of the largest beneficiaries of foreign aid as a share of Gross Domestic Product (GDP) and aid per capita. Since then, as peace has been consolidated, the level of external assistance has gradually declined from 15.5 percent of GDP in 2002 to 5.2 percent of GDP in 2008 as donors phase out their post-conflict allocations and GDP expanded rapidly. This Public Expenditure Review (PER) records improvements in many aspects of economic and fiscal management as well as service delivery. The main message of the PER is that the Government's investment plans should be accompanied by equally ambitious improvements in sector policies, budgetary planning and execution procedures, public service reform and human resource management. Priorities include continued good macroeconomic and fiscal performance, a more effective public service, and further advances in public financial management including earlier involvement of the political leadership in budgetary decisions in the budget cycle, improvements in the public investment management system, reduced deviations in budget execution, continued procurement reform, better contract management, and deepened accountability mechanisms. These issues are reviewed and discussed below. Because of their prominence in the Second Poverty Reduction Strategy Paper (PRSP-2), the health and roads sectors are reviewed as well.

This Public Expenditure Review is to assist the Government of Sierra Leone in repositioning itself for sustained growth and poverty reduction in the long-run as opposed to the short-term expediencies needed during the present post-conflict phase. The report focuses on the period 2001-2003 for history and 2004-2006 for the future. A review of older historical data at the aggregate level is done in the macroeconomic section for the period 1998-2003 in order to demonstrate the contrast between the war and post-war years. The report covers the fiscal policies of Government in aggregate and goes deeper for three sectors: security, agriculture and education. All three are critical to growth and poverty reduction. It also proposes a number of changes in the budget process. It reviews the budgets and capacity of the security service ministries, departments and agencies (MDAs). The maintenance of security is fundamental: without it, there is little incentive to invest for future growth. The report examines the budgets and capacities of the agricultural MDAs. Finding ways to increase agricultural growth is equally critical, especially since the majority of the population still lives in rural areas. The education sector is also examined in depth, due to its central contributions to the long-run productivity of the workforce - and because of its large impact on the fiscal stance of Government.
