Global and local contestations are not only gendered, they also raise important questions about agency and its practice and location in the twenty-first century. Silence and voice are being increasingly debated as sites of agency within feminist research on conflict and insecurity. Drawing on a wide range of feminist approaches, this volume examines the various ways that silence and voice have been contested in feminist research, and their impact on how agency is understood and performed, particularly in situations of conflict and insecurity. The collection makes an important and timely contribution to interdisciplinary feminist theorizing of silence, voice and agency in global politics. Interrogating the intellectual landscape of existing debates about agency, silence and voice in an increasingly unequal and conflict-ridden world, the contributors to this volume challenge the dominant narratives of agency based on voice or speech alone as a necessary precondition for understanding or negotiating agency or empowerment. Many of the authors have engaged in field research in both the Global South and North and bring in-depth and diverse gendered case studies to their analysis, focusing on the increasing importance of examining silence as well as voice for understanding gender and agency in an increasingly embattled and complicated world. This book, the first feminist ethnography of the violence in Northern Ireland, is an analysis of a political conflict through the lens of gender. The case in point is the working-class Catholic resistance to British rule in Northern Ireland. During the 1970s women in Catholic/nationalist districts of Belfast organized themselves into street committees and led popular forms of resistance against the policies of the government of Northern Ireland and, after its demise, against those of the British. In the abundant literature on the conflict, however, the political tactics of nationalist women have passed virtually unnoticed. Begoña Aretxaga argues here that these hitherto invisible practices were an integral part of the social dynamic of the conflict and had important implications for the broader organization of nationalist forms of resistance and gender relationships. Combining interpretative anthropology and poststructuralist feminist theory, Aretxaga contributes not only to anthropology and feminist studies but also to research on ethnic and social conflict by showing the gendered constitution of political violence. She goes further than asserting that violence affects men and women differently by arguing that the manners in which violence is gendered are not fixed but constantly shifting, depending on the contingencies of history, social class, and ethnic identity. Thus any attempt at subverting gender inequality is necessarily colored by other dimensions of political experience.

The book deals initially with the interpretation of the silent answer to a question. From a semiotic approach to the contrast between silence and speech mainly within a Greimasian framework, the discussion turns to the application of pragmatic tools such as conversational analysis and adjacency pairs to the interpretation of silence. A model is presented which attempts to explain the observer’s cognitive competence, and its limits, in being able to interpret the silent answer. A basic distinction is also made between intentional silence (the refusal to answer) and non-intentional silence (the psychological inability to answer). The interpretation of silence is extended from a theoretical viewpoint to an analysis of various discourse types. Firstly, silence in the legal world: the accused’s and the witness’s right of silence, the right of legal authorities to silence the broadcasting of direct speech. The author then analyzes the silencing of characters in a literary text (Jane Austen’s Pride and Prejudice), in a biblical text (Moses and his speech impediment in Exodus), in opera (Moses’ silence in Schoenberg’s opera Moses und Aron) and in the cinema. Here, after the initial discussion of Ingmar Bergman’s The Silence, focus is shifted to the generation gap and the representation of silence by song in Mike Nichols’ The Graduate.
