Criminal groups, like mafias and gangs, often get away with murder. States are responsible for providing justice but struggle to end this impunity, in part because these groups prevent witnesses from coming forward with information. Silencing Citizens explains how criminal groups constrain cooperation with the police not just by threatening retaliation but also by shaping citizens' perceptions of community support for cooperation. The book details a social psychological process through which criminal group violence makes community support for cooperation appear weaker than it is and thus reduces witnesses' willingness to share information with the police. The book draws on a wealth of data including original surveys in two contrasting cities - Baltimore, Maryland in the Global North and Lagos, Nigeria in the Global South. What does silent citizenship mean in a democracy? With levels of economic and political inequality on the rise across the developed democracies, citizens are becoming more disengaged from their neighbourhoods and communities, more distrustful of politicians and political parties, more sceptical of government goods and services, and less interested in voicing their frustrations in public or at the ballot box. The result is a growing number of silent citizens who seem disconnected from democratic politics – who are unaware of political issues, lack knowledge about public affairs, do not debate, deliberate, or take action, and most fundamentally, do not vote. Yet, although silent citizenship can and does indicate deficits of democracy, research suggests that these deficits are not the only reason citizens may have for remaining silent in democratic life. Silence may also reflect an active and engaged response to politics under highly unequal conditions. What is missing is a full accounting of the problems and possibilities for democracy that silent citizenship represents. Bringing together leading scholars in political science and democratic theory, this book provides a valuable exploration of the changing nature and form of silent citizenship in developed democracies today. Neutralized by fear, so called first world citizens have failed to react to massive inequalities in the distribution of wealth, or the ongoing reductions in basic freedoms and social justice at home and abroad. The University itself is arguably suffering from this same malaise as powerful interests infiltrate its higher echelons and subvert its public responsibility as "truth tellers and truth seekers." The apparent inactivity and non-responsiveness of citizens and students to injustice can be partially if not wholly attributed to the systemic and ubiquitous use of fear contained within the intensive influence campaigns undertaken by the authoritarian-infused milieu of politics, economics, and religion now dominant in modern societies. Beginning in the 1950s, research on and application of intense influence tactics began to accelerate. Authoritarianism at both individual and systemic levels in politics, economics and religion, benefited from these advancements in and proliferation of influence techniques. Further, intense influence is easily understood through an examination of common social processes and psychological conditions delivered in specific ways; however, the vast majority of the citizenry remain unaware or unconvinced of the efficacy of these techniques. Subsequently, modern society allowed, even assisted, powerful institutions to successfully subvert public resources for private gain. The ubiquitous use of influence techniques increasingly permeated with attributes of fear not only work to the benefit of those persons and institutions who utilize them for specific purposes, but also, have a cumulative debilitating effect on the citizenry intimidating and eliminating much needed reactions to any and all abuses. Here, I consider the possibility that the aforementioned scenario has nullified long-held assumptions that ever more education, research, information, and knowledge eventually contributes to significant improvements in society. Look at our country today as a result. In Congress because half of us have no influence with our speech there is inequality. Hence Aristotle's warning that inequality brings instability.Majority Rule in Congress gives all the committees (115 in the House) to one political party. It is in committees that bills are drafted that eventually become law. In committees the chairperson silences the speech of the minority representatives. Thus half the citizen have no impact on the legislation that becomes law that we all have to live under. The result is placed on our children and grandchildren. Imagine now that we replace the monopoly of committee chairs with a ratio of chairs based on seated party membership in each chamber. If one party has 53% of the seats, they get 53% of the 115 committee chairs and the others get 47% of the 115 committee chairs. Then all citizen's voices would have a sword in creating new laws that we all live under. Your representative having a sword to defend your free speech will produce equality and with equality, if Aristotle is right, stability will finally be part of America and our children's future.

The Epistemology of Protest offers a polyphonic theory of protest as a mechanism for political communication, group constitution, and epistemic empowerment. The book analyzes the communicative power of protest to break social silences and disrupt insensitivity and complicity with injustice. Philosopher José Medina also elucidates the power of protest movements to transform social sensibilities and change the political imagination. Medina's theory of protest examines the obligations that citizens and institutions have to give proper uptake to protests and to communicatively engage with protesting publics in all their diversity, without excluding or marginalizing radical voices and perspectives. Throughout the book, Medina gives communicative and epistemic arguments for the value of imagining with protest movements and for taking seriously the radical political imagination exercised in social movements of liberation. Medina's theory sheds light on the different ways in which protest can be silenced and the different communicative and epistemic injustices that protest movements can face, arguing for forms of epistemic activism that resist silencing and communicative/epistemic injustices while empowering protesting voices. While arguing for democratic obligations to give proper uptake to protest, the book underscores how demanding listening to protesting voices can be under conditions of oppression and epistemic injustice. A central claim of the book is that responsible citizens have an obligation to echo (or express communicative solidarity with) the protests of oppressed groups that have been silenced and epistemically marginalized. Studying social uprisings, the book further argues that citizens have a duty to join protesting publics when grave injustices are in the public eye.

The role of elites vis-&à-vis the mass public in the construction and successful functioning of democracy has long been of central interest to political theorists. In Silence and Democracy, John Zumbrunnen explores this theme in Thucydides&’ famous history of the Peloponnesian War as a way of focusing our thoughts about this relationship in our own modern democracy. In Periclean Athens, according to Thucydides, &“what was in name a democracy became in actuality rule by the first man.&” This political transformation of Athenian political life raises the question of how to interpret the silence of the demos. Zumbrunnen distinguishes the &“silence of contending voices&” from the &“collective silence of the demos,&” and finds the latter the more difficult and intriguing problem. It is in the complex interplay of silence, speech, and action that Zumbrunnen teases out the meaning of democracy for Thucydides in both its domestic and international dimensions and shows how we may benefit from the Thucydidean text in thinking about the ways in which the silence of ordinary citizens can enable the domineering machinations of political elites in America and elsewhere today.
