[...] Las acciones que a la fecha se han reportado orientadas a la prevención y erradicación de la violencia en el municipio de Juárez, por parte del citado órgano desconcentrado de la Secretaría de Gobernación, no refieren indicadores específicos que permitan evaluar avances cuantitativos y cualitativos, además de que sólo se han rendido los informes del día 3 de junio de 2004, y 11 de agosto de 2005,. [...] El marco legal que rige a la Comisión Nacional no excluye al titular del ejecutivo de entre los destinatarios de las recomendaciones, y de acuerdo a la naturaleza de esta institución, las recomendaciones han de dirigirse al funcionario de mayor jerarquía dentro del ámbito correspondiente de la administración pública, por lo que tratándose de un caso que involucre la coordinación de varios funciona.
