Este informe presentado por la Comisión Interamericana de Derechos Humanos (CIDH) consta de tres partes. En la primera se describe el origen y desarrollo de la controversia entre la población indígena y el Gobierno de Reconstrucción Nacional que encierra conflictos latentes de larga data y que se hizo real en diciembre de 1981, con actos de violencia que ocurrieron en la zona del Río Coco, con el traslado forzoso de un sector de las comunidades indígenas desde sus aldeas hacia el interior y con la huída a Honduras de otro sector de dicha comunidad. Esta situación se degradó en los meses subsiguientes en tal forma que demandó la atención de la CIH. Los representantes de esta entidad recorrieron invitados por el Gobierno de Nicaragua en dos ocasiones las extensas regiones de la costa atlántica, zona de difícil acceso y comunicación habitada por buena parte de los Miskitos, investigaron los hechos de violencia allí ocurridos y recogieron testimonios. Así mismo la Comisión interrogó decenas de testigos y examinó numerosos documentos. En varias oportunidades trató ese asunto con autoridades del gobierno y tomó contacto con las organizaciones internacionales que tenían especial interés en la solución de este problema como el Alto Comisionado de las Naciones Unidas para los Refugiados y el Comité Internacional de la Cruz Roja. Aparece en este informe que la CDIH realizó todos los esfuerzos a su alcance para lograr una solución amistosa de este asunto pero que desafortunadamente no le fué posible lograrlo. En la segunda parte se identifican los hechos objetos del conflicto, los derechos cuya violación se imputa al gobierno de Nicaragua como son el derecho a la vida, a la libertad, a la integridad personal, derecho de residencia y tránsito. Se analiza la vinculación de tales hechos con lo dispuesto por las normas jurídicas internacionales aplicables especialmente con los derechos cuya vigencia garantiza la Convención Americana sobre derechos humanos de la cual Nicaragua es parte. En la tercera parte aparecen las conclusiones, proposiciones y recomendaciones que la Comisión considera que el gobierno de Nicaragua debería adoptar en sus relaciones con los ciudadanos nicaragüenses de origen miskito.
