It is now widely recognized that small schools are more productive and effective than larger schools. Yet, public officials and professional educators in many rural areas continue to believe that small schools are inefficient and ineffective, a way of thinking reflected in closed schools, angry residents, and long bus rides for students. About a quarter of U.S. high schools remain small (with fewer than 400 students in grades 9-12). Part research report and part handbook for action, this book discusses the general status of small rural high schools, takes a closer look at four small high schools that are flourishing despite being located in communities of very modest means, and offers guidance to administrators and policymakers who would like to keep their small high schools but must grapple with numerous problems. Chapter 1-3 examine the literature on small schools with particular relevance to rural areas, discuss strategies for sustaining small rural high schools, and describe the case-study methods. Chapters 4-7 present case studies conducted in 1997-98 in Oneida High School (Oneida, TN); Wahluke High School (Mattawa, WA); Thrasher K-12 School (Booneville, MS); and Fourche Valley School (Briggsville, AR). These chapters consider the character of the schools (how they are different); connect findings to perspectives on rural communities, social capital, and school leadership; and reflect on the importance of articulating rural priorities for rural schools. Chapter 8 compares and contrasts the case-study schools. Chapter 9 presents organizations, Web sites, and readings related to policy, community engagement, rural school facilities, and school and curricular leadership. Chapter authors are Craig B. Born during the Great Depression and the height of the modernist/fundamentalist controversies, Paul Emanuel Larsen entered pastoral ministries in the late fifties. Rooted in historical evangelical theology, he embarked on church planting through expository preaching and evangelism. In the mid-sixties, he also became politically involved in the civil rights movement. For over twenty-seven years, he pastored three churches while pursuing advanced pastoral doctoral studies. In 1986, he was elected president of his denomination, the Evangelical Covenant Church. During his twelve years of service, he became involved in both national and international ecumenical affairs. For twelve years, he served as chair of the Annual Meeting of all United States Church Leaders. This included heads of Roman Catholic, Orthodox, mainline Protestant, and evangelical denominations. He aided his church in its emergence from its Swedish immigrant culture and its efforts to become an ethnically inclusive church body. During his tenure, the church grew by more than 50 percent. Retiring at age sixty-five, he spent the next twenty years pursuing evangelization and social justice on behalf of more than a half billion Indian Other Backward Castes and Dalits. He was the founding chair of both Truthseekers International USA and the William Carey Heritage Foundation. The former worked among the poorest of the poor, while the latter developed the first Indian university-accredited evangelical PhD in Christian studies. This book chronicles the way one pastor has sought to navigate the harsh ongoing polarizations in theology, race, and politics.

In the continuing quest to turnaround the lowest performing schools, rapid and sustainable reform, or school turnaround, seems most elusive for secondary schools. Secondary schools are rife with challenges due to their wide-ranging mission and organizational complexity. With the continued emphasis on college and career readiness and the vast learning possibilities enhanced by technology, our third book in this series, Contemporary Perspectives on School Turnaround and Reform, focuses on rapid school turnaround and reform in secondary schools. In this edited volume, researchers and scholars consider the doubly perplexing challenge of school turnaround or the rapid improvement of the lowest-performing secondary schools. Although there is some evidence that school turnaround policy can impact student achievement scores, research across international contexts seldom identifies schools that substantially changed student learning trajectories and sustained them. Separately, many societies have found improving secondary schools a relatively intractable problem for multiple reasons, including school size and complexity, the micropolitics of teaching and leading within them, and cumulative widening student achievement gaps. In combination, there are almost no examples of low-performing secondary schools turning around. The chapters in this book begin to offer some hope about how policymakers, practitioners, and researchers might begin to reconceptualize how they engage in and undertake the work of rapidly improving low-performing secondary schools. The authors provide theoretical and conceptual advancements, offer lessons learned from both successful and unsuccessful initiatives, and address practical issues with potentially accessible ways forward.

Urging new directions for American high school education, this book outlines problems with contemporary high schools and describes the experience of small high schools (those having approximately 200 students), designed in the past 15 years, that have developed excellent and diverse alternative programs within the constraints of existing district policies and funding formulas. Chapter 1 reviews educational criticism since the 1950s. Chapter 2 contrasts two high schools--one traditional, one nontraditional--in one community, focusing on the influence of school size and school culture. Chapter 3 outlines the benefits of small high schools for students and teachers. Chapter 4 discusses strategies for change at the technical, managerial, and cultural levels, noting that change at the cultural level is the most difficult to achieve and has the greatest effect. Chapter 6 describes "Mountain Open" High School, a model small high school program in Colorado. Topics include educational philosophy, individualized learning, student characteristics, teaching conditions, and curriculum. Discussion of curriculum covers the use of trips, community learning, community service, and the Walkabout--the culminating project in which students prove they can use their skills in real-world settings.
