Smart Evaluation and Integrated Design in Regional Development puts forward an alternative approach to evaluation in spatial planning - one that focuses on ’territory’ and ’landscape’. The book introduces an innovative evaluation approach, namely Territorial Integrated Evaluation (TIE), a meta-evaluation methodology for designing regional development scenarios. A research team from the Politecnico di Torino applied this methodology experimentally to the practices of spatial planning in Trentino in order to aid the Province in a process of institutional innovation that is still going on today. TIE defines territorial scenarios serving the need for regional economic development as well as the conservation of nature and landscape. A cross-border region, Trentino has a special need to harmonize economic development with the exceptional and internationally renowned value of its landscape which includes the Dolomites, a UNESCO World Heritage Site. Therefore TIE set out to design regional development scenarios that integrated various topics - retail, tourism, infrastructures, nature and landscape. By testing out TIE in practice in this extraordinarily dynamic institutional context, the book makes a significant contribution to the discussion about newly emerging approaches to spatial planning that involve multidisciplinary vision, new paradigms in regional development, and institutional learning and capability in decision-making.

The concept of resilience has arisen as a “new way of thinking”, becoming a response to both the causes and effects of ongoing global challenges. As it strongly stresses cities’ transformative potential, resilience’s final purpose is to prevent and manage unforeseen events and improve communities’ environmental and social quality. Although the resilience theory has been investigated in depth, several methodological challenges remain, mainly related to the concept’s practical sphere. As a matter of fact, resilience is commonly criticised for being too ambiguous and empty of meaning. At the same time, turning resilience into practice is not easy to do. This will arguably be one of the most impactful global issues for future research on resilience. The Special Issue “Bridging the Gap: The Measure of Urban Resilience” falls under this heading, and it seeks to synthesise state-of-the-art knowledge of theories and practices on measuring resilience. The Special Issue collected 11 papers that address the following questions: “What are the theoretical perspectives of measuring urban resilience? What are the existing methods for measuring urban resilience? What are the main features that a technique for measuring urban resilience needs to have? What is the role of measuring urban resilience in operationalising cities’ ability to adapt, recover and benefit from shocks?”

This open access book builds a framework that holds together numerous open issues in territorial planning: from the understanding of territorial, landscape, environmental and climatic dynamics to the analysis of local vulnerabilities, to the use of modern survey techniques to support planning. What is the role of urban and regional planning in achieving the sustainable development goals of our communities considering the major issues posed by the COVID-19 pandemic in urban planning? And how do these medium- and long-term objectives interact with the needs that the emergency has given rise to? Post Un-Lock—from territorial vulnerabilities to local resilience—aims to provide the reader with a useful key to understand how the COVID-19 pandemic can be seen as a catalyst for a restart based on the concepts of sustainability and resilience. In fact, the COVID-19 experience evidences the need to propose a planning system able to integrate multiple scales according to an interdisciplinary approach focused on in-depth knowledge of the territorial risks and vulnerabilities. Besides, with the contribution of the new technologies, it is able to rethink spaces on a neighbourhood scale, conceived as a "local resilience unit" that ensures the population high standards of safety, liveability, and accessibility to proximity services. In this view, planning is increasingly concerned about social aspects and the well-being of communities, supported by indicators and evaluation tools.
