Desde 1520, Patagonia alimentó fantasías europeas con imágenes de gigantes que poblaban un territorio maldito. Ni el imperio español, ni Argentina ni Chile consiguieron, hasta fines del siglo XIX, penetrar las estepas. Basado en una extensa investigación en archivos regionales, nacionales e internacionales, este libro analiza transnacionalmente los procesos que hicieron posible la ocupación argentina y chilena del extremo sur americano. Aunque fundamental para los imaginarios nacionalistas de cada Estado, los esfuerzos de colonización austral resultaron en sucesivos fracasos. Todo se transformó en la década de 1880. La navegación a vapor y la invasión ovina desde Malvinas reprodujo los capitales británicos y cambió radicalmente el paisaje social, geopolítico y ecológico. Desde entonces, las soberanías del capital y de los Estados se constituyeron recíprocamente, erradicando las indígenas. Luego, la industria lanera favoreció el surgimiento de un movimiento obrero clasista, que desafió el poder ganadero asociado a los funcionarios nacionales. Esos ejercicios de soberanía fueron reprimidos por tropas argentinas y chilenas y con ello se impuso, hacia 1922, el límite internacional y nuevas delimitaciones sociales. Insertando la ocupación de Patagonia en el contexto de la expansión mundial británica, Soberanías Fronterizas relaciona imaginarios y prácticas coloniales europeas y americanas y propone una interpretación novedosa, alejada de la tradicional épica empresarial y nacionalista.

Inter-ethnic conflict and genocide have demonstrated the dangers of failing to protect people targeted by fellow citizens. When minority groups in one country are targeted for killings or ethnic cleansing based on their group identity, whose responsibility is it to protect them? In particular, are they owed any protective responsibility by their kin state? How can cross-border kinship ties strengthen greater pan-national identity across borders without challenging territorially defined national security? As shown by the Russia-Georgia conflict over South Ossetia, unilateral intervention by a kin state can lead to conflict within and between states. The protection of national minorities should not be used as an excuse to violate state sovereignty and generate inter-state conflict. This book suggests that an answer to the kin state dilemma might come from the formula "neither intervention nor indifference" that recognizes the special bonds but proscribes armed intervention based on the ties of kinship.--Publisher's description.
