During the 1950s, 1960s and 1970s, general levels of alcohol consumption had risen considerably in all parts of the world. In association with this, there was a proliferation of alcohol-related problems such as liver disease, drunkenness offences, marital disharmony and employment difficulties. Many factors influence the probability of alcohol addiction and the habits of drinking; they include age, sex, race, occupation and income. Economic aspects of the use and misuse of alcohol had been attracting increasing attention during the early 1980s. Politicians and scholars alike had drawn attention to the benefits of a vigorous alcohol industry on the one hand, and on the other, the costs of providing medical, social and educational services for those suffering from alcohol-related problems. Originally published in 1983, the real nature of the relationship between economics and alcohol is explored in detail for the first time in this book. It argues for increased participation by economists in the processes of social policy decision-making and considers the key issues of cost-benefit analyses, control policies, taxation and programme efficiency. No easy solutions are provided, but a host of unjustified assumptions about this subject are clarified. Alcoholic beverages, and their harmful use, have been familiar fixtures in human societies since the beginning of recorded history. Worldwide, alcohol is a leading cause of ill health and premature mortality. It accounts for 1 in 17 deaths, and for a significant proportion of disabilities, especially in men. In OECD countries, alcohol consumption is about twice the world average. Its social costs are estimated in excess of 1% of GDP in high- and middle-income countries. When it is not the result of addiction, alcohol use is an individual choice, driven by social norms, with strong cultural connotations. This is reflected in unique patterns of social disparity in drinking, showing the well-to-do in some cases more prone to hazardous use of alcohol, and a polarisation of problem-drinking at the two ends of the social spectrum. Certain patterns of drinking have social impacts, which provide a strong economic rationale for governments to influence the use of alcohol through policies aimed at curbing harms, including those occurring to people other than drinkers. Some policy approaches are more effective and efficient than others, depending on their ability to trigger changes in social norms, and on how well they can target the groups that are most at risk. This book provides a detailed examination of trends and social disparities in alcohol consumption. It offers a wide-ranging assessment of the health, social and economic impacts of key policy options for tackling alcohol-related harms in three OECD countries (Canada, the Czech Republic and Germany), extracting relevant policy messages for a broader set of countries.

Unhealthy behavior can be extremely costly from a micro- and macroeconomic perspective and exploring the determinants of such behavior is highly important from an economist's point of view. We examine whether locus of control (LOC) can explain alcohol consumption as an important domain of health behavior. LOC measures how much an individual believes that she is in control of the consequences of her own actions for her life's future outcomes. While earlier literature showed that an increasing internal LOC is associated with increased health-conscious behavior in domains such as smoking, exercise or diets, we find that drinking seems to be different. Using German panel data from the Socio-Economic Panel (SOEP) we find a significant positive effect of having an internal LOC on the probability of moderate and regular drinking. We suggest and discuss two likely mechanisms for this relationship and find interesting gender dierences. While social investments play an important role for both men and women, risk perceptions are especially relevant for men.
