Excerpt from The Down-Town Church: A Study of a Social Institution in Transition The church, in common with most other social institutions, has recently been receiving much consideration from the viewpoint of social efficiency. There have been those on the one side, whose belief in the church as an institution of supernatural origin, whose devotion to it as the custodian of divine truth and ordinances, and whose admiration for its ideals and achievements, have blinded them to its actual condition. This attitude, while perfectly sincere, is manifestly unscientific. The true friend of the church is not he who doggedly affirms that it can have no faults, but he who recognizes that, whatever its origin and purpose, it is dependent upon human judgment for its policies and human personality for its progress, and is therefore liable to defect, and capable of improvement. On the other hand, there are those who freely criticize the church as an effete organization. They point to its feebleness and failure among certain classes, its seeming impotency in staying social decay, and its conservatism of thought and method, as indications of its passing power. They predict confidently that it is doomed to early extinction, and they infer that social progress would not be affected thereby. This attitude is also unscientific. Prof. Ward points out "that the proper and scientific attitude toward an institution that is regarded as bad is not wholesale condemnation and denunciation as something that is essentially bad and must have always been bad, but investigation to ascertain what stage of its history it is in, and whether it is in process of transformation, throwing off its outgrown elements and replacing them with elements adapted to existing conditions, and therefore useful. They are all detrimental to the good Of the world, destroy the prosperity and peace which are the highest good Of man, and, as a consequence, all good, beneficial government; they may thus endanger the world andthe Throne. If they proceed from men, they ought to be combated by everybody, and eradicated; it is the natural duty of right-minded, orthodox rulers and statesmen to persecute such heresies, and even the thoughts and sayings which produce them, the more so as they may be detrimental to virtue and morality, without which humanity cannot possibly prosper, nor durably exist. And when such actions proceed from spirits, a defensive war should be waged against them by man, with or without the help of his good spirits and gods; they should be combated, repulsed, driven away and exorcised, if possible annihilated, by artful expedients. Man in the course Of time has contrived quite an abundance Of these; properly speaking that warfare never pauses, and is carried on quite systematically every day throughout the empire. Excerpt from Charity and Social Life: A Short Study of Religious and Social Thought in Relation to Charitable Methods and Institutions To many authors I am indebted - to some a very great deal. The references show how great is my indebtedness. The book is for the most part a reprint of an article on Charity and Charities which was first published in 1902 in the supple mentary volumes of the Encyclopaedia Bri tannica: and I have to thank the proprietors of the Encyclopaedia for their kind permission to publish the article. I have added chapters on charity in relation to the growth of religious thought, and I have added a chapter on some of the questions raised by the recent Royal Commission on the Poor Laws and Relief of Distress. I have used the word charity in the title and frequently in the text. To many it may seem out-worn. It has suffered from constant circulation and hard usage. One would wish that it might be re-minted and re-issued, for there are many supremely noble associations imprinted on it, and it is the verbal abstract of a long history, in which religion, philosophy, social thought, administration, and personal endeavour have their place. It is expressive also of a conjunction of instincts, sentiments, and efforts which is well-nigh indispensable to social progress. For such a word there should still be room in the world of thought. I have not tried to write a book on recent charitable schemes and proposals. I have desired rather to follow out the growth of the conception of charity, and its expression in social life, and the principles which these suggest with regard to social service and obligation.
