How is a social decision made out of individual members' decisions? This is one of the primary questions in the social sciences. Logic and Social Choice provides an answer to the topic by the application of mathematical logic. Yasusuke Murakami formulates social decision-making in logical terms, and shows that an analysis of social decision is equivalent to a logical calculus in many-valued logic. The logical conditions are then derived for various types of societies, especially for democracy. This foundation enables the author to discuss such topics as the relation between direct democracy and the representative system, a comparison of various rules of election, and the stability of social decision. The main conclusion is that inconsistency or paradox is inherent not only in voting and in democracy itself, but also in any piecemeal social decision-making.

A model is an idealization. It is an abstract representation of a given perceived reality. To construct a model one abstracts from the unimportant features of that reality and replaces it by a formal structure, whose properties, explicitly assumed or logically de ducible from the stated assumptions, correspond to the interesting relationships of the reality being studied. The purpose of constructing a model is twofold: first, to help better understand a complex reality; second, to help make pre dictions with regard to still unobserved phenomena. The first purpose will be satisfied if the constructor of the model is able to identify and disregard the unimportant features of the reality being studied and replaces this reality by an easier to understand formal structure. By applying then the techniques of mathematics and logic to this formal structure we might be able to reach conclusions with regard to still unobserved phenomena, which will be of help in making predictions.

The present book treats a highly specialized topic, namely effec tivity functions, which are a tool for describing the power structure implicit in social choice situations of various kind. One of the ad vantages of effectivity functions is that they seem to contain exactly the information which is needed in several problems of implementa tion, that is in designing the rules for individual behaviour given that this behaviour at equilibrium should result in a prescribed functional connection between preferences and outcome. We shall be interested in both formal properties of effectiv ity functions and applications of them in social choice theory, and among such applications in particular the implementation problem. This choice of emphasis necessarily means that some other topics are treated only superficially or not at all. We do not attempt to cover all contributions to the field, rather we try to put some of the results together in order to get a reasonably coherent theory about the role of the power structure in cooperative implementation. Economists, decision analysts, management scientists, and others have long argued that government should take a more scientific approach to decision making. Pointing to various theories for prescribing and rational izing choices, they have maintained that social goals could be achieved more effectively and at lower costs if government decisions were routinely subjected to analysis. Now, government policy makers are putting decision science to the test. Recent government actions encourage and in some cases require government decisions to be evaluated using formally defined principles 01' rationality. Will decision science pass tbis test? The answer depends on whether analysts can quickly and successfully translate their theories into practical approaches and whether these approaches promote the solution of the complex, highly uncertain, and politically sensitive problems that are of greatest concern to government decision makers. The future of decision science, perhaps even the nation's well-being, depends on the outcome. A major difficulty for the analysts who are being called upon by government to apply decision-aiding approaches is that decision science has not yet evolved a universally accepted methodology for analyzing social decisions involving risk. Numerous approaches have been proposed, including variations of cost-benefit analysis, decision analysis, and applied social welfare theory. Each of these, however, has its limitations and deficiencies and none has a proven track record for application to govern ment decisions involving risk. Cost-benefit approaches have been exten sively applied by the government, but most applications have been for decisions that were largely risk-free.
