Born in Bermuda and with formative experiences in Cuba, Kamarakafego was aware at an early age of the effects of colonialism and the international scope of racism and segregation. After pursuing graduate studies in ecological engineering, he traveled to Africa, where he was inspired by the continent’s independence struggles and contributed to various sustainable development movements. Swan explores Kamarakafego’s remarkable fusion of political agitation and scientific expertise and traces his emergence as a central coordinator of major black internationalist conferences. Despite government surveillance, Kamarakafego built a network of black organizers that reached from Kenya to the islands of Oceania and included such figures as C. L. R. Papua New Guinea is going through a crisis: A concentration on conventional approaches to development, including an unsustainable reliance on mining, forestry, and foreign aid, has contributed to the country’s slow decline since independence in 1975. Sustainable Communities, Sustainable Development attempts to address problems and gaps in the literature on development and develop a new qualitative conception of community sustainability informed by substantial and innovative research in Papua New Guinea. In this context, sustainability is conceived in terms that include not just practices tied to economic development. It also informs questions of wellbeing and social integration, community-building, social support, and infrastructure renewal. In short, the concern with sustainability here entails undertaking an analysis of how communities are sustained through time, how they cohere and change, rather than being constrained within discourses and models of development. From another angle, this project presents an account of community sustainability detached from instrumental concerns with economic development. Contributors address questions such as: What are the stories and histories through which people respond to their nation’s development? What is the everyday social environment of groups living in highly diverse areas (migrant settlements, urban villages, remote communities)? They seek to contribute to a creative and dynamic grass-roots response to the demands of everyday life and local-global pressures. While the overdeveloped world faces an intersecting crisis created by global climate change and financial instability, Papua New Guinea, with all its difficulties, still has the basis for responding to this manifold predicament. Its secret lies in what has been seen as its weakness: underdeveloped economies and communities, where people still maintain sustainable relations to each other and the natural world.

The situation of Norfolk Island, as a territory of the Commonwealth of Australia, is one of the historical anomalies in governance, which has persisted since 1914. It reflects the direct historical linkages between the British Crown and those Norfolk Islanders who were descendants of Pitcairn Islanders of Mutiny on the Bounty fame. Yet, once Federation was in the wind, the British Government, against the expressed wishes of the Norfolk Island community, sought to divest itself of all responsibility for Norfolk Island. There is a curiously ‘Yes Minister’ quality about the negotiations which lead to the final take-over by Australia, and the appointment of the first Commonwealth Administrator of Norfolk Island. The direct involvement of Atlee Hunt, then Secretary of the Department of External Affairs, eventually ensured the appointment of Michael Vincent Murphy. In order to achieve this end, Hunt had to fend off other applicants who were busy ingratiating themselves with the Minister for External Affairs Patrick McMahon Glynn and the then Prime Minister Joseph Cook. This is essentially a study of the relationships between governors, politicians, public servants and community leaders during the years which followed the take-over of Norfolk Island, and of the struggle of one Norfolk Islander, Charles Chase Ray Nobbs, against Australian administrative authority.
