"The "Chilean model" has been expostulated for some time in the Latin American and Caribbean region and elsewhere because it appeared that the country, despite terrible political and economic turmoil, embodied important lessons about economic management." Over the last 15 years, Chile has been the Latin American country with the most consistent and successful economic record. The success of Chile's economic reforms and the subsequent dramatic increase in real income are well known. To a large extent, Chile's positive fiscal outcomes have been the result of sound policies as well as sound fiscal institutions. However, there is room for improvement in the education and health sectors, and the results for Chile in terms of equality of income are not positive. 'Chile: Recent Policy Lessons and Emerging Challenges' presents a series of papers analyzing different aspects of Chilean public policy, which cover economic and social policies as well as regulatory and governance issues. The book is broken down into three parts: The first part examines the contribution of macroeconomic policies to superior outcomes; the second part analyzes the many advances in the social sector and the remaining troublesome issues; and the third part evaluates regulatory reforms and the effects of privatization. Since no public policy model is static, further reforms are needed to maintain Chile's economic growth as well as to respond effectively to public demands. As Chile grapples with its pockets of poverty, the balance between social safety nets and the need for greater efficiency in labor markets, a rebalancing of regulatory powers, and other thorny issues, it will need to rely on its institutional experience in public policy and conflict resolution.

This publication examines whether a social protection system (broadly defined to include policy interventions, public institutions, and the regulation of private institutions to address welfare costs of problems such as job loss and extended unemployment, health episodes, old age, and life-time poverty) exists in Chile or whether it is has a set of loosely co-ordinated programmes instead. It assesses whether households are provided with appropriate tools to mitigate risks to their income, identifies gaps in coverage, and sets out guidelines, grounded in a conceptual framework, designed to increase the effectiveness of social protection.

Chile is recognised around the world for a strong economy, openness and political stability. There have been important advances in our economic model, educational system, and environmental regulation for sustainability, but further work needs to be done to improve Chilean competiveness and, most importantly, citizens' welfare. This book presents recent research on environmental, political and social issues in Chile. Each chapter provides diagnostic information and presents proposals and new ideas for sustainable development in Chile. This book explores the current situation of water resource management in Chile, as well as the implications of the exploitation of natural resources on the economic and social dimensions. The dynamics of urban expansion and structure in Chilean cities is also analysed. Regarding the social dimension, immigration and gender issues are included, as well as a sound diagnosis of the higher education system.

Since the end of the Pinochet regime, Chilean public policy has sought to rebuild democratic governance in the country. This book examines the links between the state and civil society in Chile and the ways social policies have sought to ensure the inclusion of the poor in society and democracy. Although Chile has gained political stability and grown economically, the ability of social policies to expand democratic governance and participation has proved limited, and in fact such policies have become subordinate to an elitist model of democracy and resulted in a restrictive form of citizen participation.
