This volume constitutes the papers and discussions from a symposium on "Societal Risk Assessment: How Safe is Safe Enough?" held at the General Motors Research Laboratories on October 8-9, 1979. This symposium was the twenty-fourth in an annual series sponsored by the Research Laboratories. Initi ated in 1957, these symposia have as their objective the promotion of the interchange ofknowledge among specialists from many allied disciplines in rapidly developing or changing areas ofscience or technology. Attendees characteristically represent the academic, government, and industrial institutions that are noted for their ongoing activities in the particular area of interest. The objective of this symposium was to develop a balanced view of the current status of societal risk assessment's role in the public policy process and then to establish, if possible, future directions of research. Accordingly, the symposium was structured in two dimensions; certainty versus uncertainty and the subjective versus the objective. Furthermore, people representing extremely diverse discip lines concerned with the perception, quantification, and abatement of risks were brought together to provide an environment that stimulated the exchange of ideas and experiences. Doctoral Thesis / Dissertation from the year 2020 in the subject Social Studies (General), grade: A, Haramaya University, language: English, abstract: The major interest of this study was to identify institutional challenges in smallholders' commercialization, to assess perceived sources of social risks, to analyze factors affecting the choice of institutional arrangements for social risk management; and to evaluate the impact of institutional arrangements on social risk management on smallholder's commercialization the case of Mieso and Gumbi-Bordode districts of West Hararghe zone of Oromia Regional State. To meet these objectives a total of 382 sampled households were randomly selected from ten kebeles. Descriptive and inferential statistics of principal component analysis, multivariate regression, and propensity score matching (PSM) were employed to achieve these objectives. Social risks are a global phenomenon, having severe and direct implications for society, incurring large-scale influence, depending on the cultural, political, and economic context in which this phenomenon manifests itself. In recent years, a more holistic approach and society-wide arrangements of social risk management that go beyond social protection have become increasingly important to assist individuals and households to better manage multiple social risk factors. Given this, in the West Hararghe zone, pastoralists and agropastoralists often deal with social risks through the market, informal and public arrangements in the case of risks due to different reasons. However, the impact of the institutional arrangements for social risk management has not been well studied and documented.

Economists, decision analysts, management scientists, and others have long argued that government should take a more scientific approach to decision making. Pointing to various theories for prescribing and rational izing choices, they have maintained that social goals could be achieved more effectively and at lower costs if government decisions were routinely subjected to analysis. Now, government policy makers are putting decision science to the test. Recent government actions encourage and in some cases require government decisions to be evaluated using formally defined principles 01' rationality. Will decision science pass tbis test? The answer depends on whether analysts can quickly and successfully translate their theories into practical approaches and whether these approaches promote the solution of the complex, highly uncertain, and politically sensitive problems that are of greatest concern to government decision makers. The future of decision science, perhaps even the nation's well-being, depends on the outcome. A major difficulty for the analysts who are being called upon by government to apply decision-aiding approaches is that decision science has not yet evolved a universally accepted methodology for analyzing social decisions involving risk. Numerous approaches have been proposed, including variations of cost-benefit analysis, decision analysis, and applied social welfare theory. Each of these, however, has its limitations and deficiencies and none has a proven track record for application to govern ment decisions involving risk. Cost-benefit approaches have been exten sively applied by the government, but most applications have been for decisions that were largely risk-free.
