Social Security written by Danny Pieters and has been published by Kluwer Law International B.V. this book supported file pdf, txt, epub, kindle and other format this book has been release on 2006-01-01 with Law categories.

Everybody uses the term social security, but definitions vary widely. This unique book may be conceived as a wide-ranging definition, although in fact it emphasizes only part of the concept: that administrative function that grants cash benefits to offset or compensate for such social risks as old age, disability, unemployment, costs of health care, and other instances occasioning the lack of means necessary for a decent existence. In an earlier form (1993), this book proved itself as a much-sought-after introduction to the field, for governments as much as for law students. In this completely revised and updated work, Professor Pieters again offers, this time to a new generation of scholars and policymakers, a common language and structure with which to talk and think about social security. The presentation is both abstract (theory of social security) and concise (structure of social security systems). In taking into account the diversity of ways in which social security has been shaped by priorities of place and time, Dr Pieters delineates the distinct alternatives that can be adhered to in establishing a social security system. He builds a frame in which these various concepts, principles, options, and techniques can be put into perspective. Although this approach hints at a common law of social security, Dr Pieters goes no further in that direction than a brief general survey (in his last chapter) of the possible features of a comparative social security law. Social Security: An Introduction to the Basic Principles is sure to find a welcome among many sectors of the legal and policy communities. Full of insight and information, and eminently readable, the book may be seen in a number of different ways: as a road map explaining the social security systems of various states; as an overview of the various options available for building a social security system; as an exploration of the possibilities of rethinking or reforming an existing system; as the first tentative step toward a scientific discipline of comparative social security law; and much else besides.

Presenting a periodic overview of the most significant developments and trends in the field of social security has become, for the International Social Security Association, a tradition and a firm commitment. Benefiting from the vast quantity of information uniquely available to the ISSA, its triennial review takes stock of the current state of social security world wide and focuses, through expert analyses, on some of the most pressing social security issues. Social Security at the Dawn of the 21st Century, the outcome of the most recent review, is intended to significantly extend the access of an international readership to accurate and up-to-date information and analyses on social security, which has without question developed during the twentieth century into one of the most important publicly financed and administered institutions in modern society. The chapters are grouped into two parts. Part one treats subjects related to policy trends and regional developments, with special emphasis on such important issues as redesigning social security programs, new management practices, and the informal care dilemma. It features major aspects of developments in Asia-Pacific and Latin America. Part two focuses on specific program areas, with special emphasis on problems and reforms in employment policy, pension systems, and public disability schemes. Information is also provided on new approaches to ensuring adequate access to health care and on policies in response to changes in family structures as well as an recent experience with social assistance programs. Dalmer D. Hoskins has held the post of Secretary General of the International Social Security Association (ISSA) since 1990. Before his election to this post, he held positions in the United States Social Security Administration and the Department of Health and Human Services. Prior to the onset of the recent financial crisis, global trends of social security in industrialised societies were indicating a progressive disengagement of the State, in favour of tax-financed measures similar to social assistance, which may fail to ensure a basic standard of living. In this timely book the author, with his life-long experience of international social security, advocates reinstating social insurance by reducing the volume of income redistribution, increasing the transparency of money flows and improving citizen information. It will be of interest to a wide audience, including undergraduate and postgraduate students, researchers and lecturers, policy makers, social partners, professionals dealing with social security institutions and civil society groups.

Social security is a basic human right and a fundamental means for creating social cohesion; it is important not only for the well-being of workers, but also for their families and other community members at large. An indispensable part of government social policy, social security is an important tool to alleviate poverty and if well managed can enhance productivity by providing income security and social services. Through a growing economy and active labour market policies, social security serves as an instrument for sustainable social and economic development. Whereas social security is a cost for formal organizations, it is also a future investment for the well-being of the people. With globalization and structural adjustment policies, social security becomes more necessary today than ever. Social Security Challenges in Tanzania: Transforming the Present - Protecting the Future includes a comprehensive overview of social security perspectives at both the international and regional level. The text focuses specifically on Tanzania, analyzing in detail the policy and legal frameworks for social security provision. Engaging and authoritative, it is an essential text for those interested in the evolution, current challenges, and opportunities in addressing the needs of Tanzanians through social security provisions.
