We describe the current state and recent trends in the landscape of social security programs in China, Mexico, and India. A common thread across these countries is the introduction and recent expansion of old-age pension programs with noncontributory components. We use surveys from the HRS-family to analyze trends in the levels and correlates of social security coverage in Mexico and China. The most notable development is the increase in public pension coverage for the elderly population. In China, coverage rates for the population 70 and older grew from 33 percent in 2011 to 68 percent in 2015; and in Mexico from 32 percent to 55 percent in the 10 years following 2002. The new programs also caused significant changes on the determinants of coverage in ways that share similarities across countries. Variables such as educational attainment, urban status, and an employment history in the formal sector, were strong predictors of public pension receipt in the earlier survey-waves, but not in the most recent ones for China and Mexico. However, a strong relationship remains, and is unchanged across time, between those same characteristics and the average income pension amount. Likewise, there are no significant changes between them and receipt of benefits from other social programs. Based on these results, we conduct simulations that show, for example, that even rapid transformation of the labor market or education levels of the population would not radically change the proportion covered by pension programs but would largely increase average pension amounts.

China has pursued an open-door policy since 1978, but despite the gradual adoption of a market economy the country still retains two essential features of socialism - an economy dominated by state-owned enterprises and an all embracing social security system which protects the majority of Chinese workers. In view of these facts, this volume examines three important questions:- Can socialist social welfare co-exist with the market economy?- Can state-owned enterprises survive in a market economy?- Has China succeeded in creating a market economy without sacrificing its socialist ideals?The authors explore these issues through the experience of Guangzhou, the most populous city in Southern China and one of the first major cities in the country to convert to a market economy. The revealing study demonstrates that compromises have been necessary to accommodate both socialist and market objectives. Continuing to support urban workers with the social security benefits has, for example, made enterprises less competitive and disparities in benefits arise as workers are allowed to supplement the minimum guaranteed income through savings in individual accounts. The key conclusion is that the social security system in China is now neither socialist nor capitalist, but is simply changing to meet the income security needs of workers who are struggling hard to adapt to the market economy.

The ultimate objective of all economic efforts is human development which encompasses quality of life, the level of well-being and access to basic social services. The pattern of economic development in India since Independence in 1947 has left in its trail a variety of inequalities which have caused socio-politico tensions. The social security situation in India is characterised by ambiguity in policy and responsibility. There is a variety of schemes but these have been framed at various points of time and, therefore, do not conform to any overall design reflecting a comprehensive and consistent policy or direction. A comprehensive concept of living standards includes the satisfaction of basic needs like food, clothing and shelter as well as normal satisfactions of family life, enjoyment of physical and mental health, opportunities for the expression of skills and recreational abilities, and active and pleasurable social participation. This book contains 9 well-researched papers -- authored by scholars in the field -- which provide deep insights into various dimensions of human development and social security in India.
