Everybody uses the term social security, but definitions vary widely. This unique book may be conceived as a wide-ranging definition, although in fact it emphasizes only part of the concept: that administrative function that grants cash benefits to offset or compensate for such social risks as old age, disability, unemployment, costs of health care, and other instances occasioning the lack of means necessary for a decent existence. In an earlier form (1993), this book proved itself as a much-sought-after introduction to the field, for governments as much as for law students. In this completely revised and updated work, Professor Pieters again offers, this time to a new generation of scholars and policymakers, a common language and structure with which to talk and think about social security. The presentation is both abstract (theory of social security) and concise (structure of social security systems). Saving Social Security usually means maintaining current benefits that will be cut by about 20 percent in 2035 if taxes dedicated to the program are not increased. Almost one-third of households 65 and older get more than 75 percent of their income from Social Security. This essay argues that the rapid rise in low wage service jobs, reduced availability of defined benefit retirement plans, the decline in marriage, and the fact that 40 percent of births are to unwed mothers are harbingers of increasing financial vulnerability among people 65 and older. Congressional initiatives to protect retirees have not adequately focused on this issue. Social Security reform should increase benefits to retiring workers with a long history of low wage employment. These individuals spent a lifetime of playing by the rules and deserve to end life with dignity.
