L’ouvrage s’intéresse au processus de socialisation politique tel qu’il s’observe au Parlement européen. Son objectif est de confirmer ou d’infirmer cet impact sur les députés européens, c’est-à-dire sur des hommes politiques sélectionnés d’abord par les partis politiques nationaux et ensuite élus par les citoyens européens lors des élections européennes directes. Ce processus de socialisation politique intervient-il vraiment dans une institution supranationale ? Que recouvre-t-il exactement ? Dans quelles circonstances et de quelle façon produit-il des effets ? Cet ouvrage s’appuie sur un abondant matériel empirique : - entretiens semi-directifs, - votes, - interventions en sessions plénières, - questions parlementaires posées à la Commission européenne ou au Conseil de l’Union européenne, - observations directes pendant les sessions plénières et les autres réunions parlementaires. Il apparaît que la socialisation politique des députés européens au Parlement européen n’est pas un processus très fort. Il est, en effet, impossible de conclure sans équivoque que ces hommes politiques finissent par acquérir l’ensemble des « spécificités » euro-parlementaires, notamment les attitudes et le comportement pro-européens, tout au moins pendant leur première expérience quinquennale.

Cette thèse porte sur l’intégration des partis politiques polonais au sein du Parlement européen et s’interroge sur l’influence de l’adhésion de la Pologne et des autres pays d’Europe centrale et orientale à l’Union européenne sur le processus de formation des partis politiques européens (« europartis »). Pour comprendre ce processus d’intégration partisane, ce travail de recherche se focalise sur la 6ème législature (2004-2009), qui est considérée ici comme une « première phase ». Si la « première phase » de l’intégration des partis politiques polonais dans le Parlement européen s’est avérée difficile, on observe simultanément qu’un processus d’intégration est en cours. Premièrement, la coopération des partis politiques polonais avec les fédérations européennes de partis (FEP) a préparé leur intégration au sein des groupes politiques du Parlement européen. Deuxièmement, les réunions des groupes politiques, des commissions parlementaires, des délégations et des intergroupes constituent un espace d’interactions sociales indispensables pour la socialisation des députés européens polonais au Parlement européen. La participation des députés européens polonais aux activités quotidiennes du Parlement européen leur permet d’apprendre et de s’attribuer une multiplicité de rôles parlementaires européens dans les délais les plus brefs. Troisièmement, le processus d’intégration des partis politiques polonais dans le Parlement européen est facilité par les particularités du recrutement des députés européens polonais. Les partis politiques polonais ont tendance à sélectionner des hommes et des femmes politiques dont les caractéristiques socioprofessionnelles correspondent au « profil » du député européen qui prévoit une éducation supérieure, la connaissance de l’anglais ou du français, une expérience en affaires européennes ou internationales. Quatrièmement, le processus d’« européanisation » des partis politiques polonais s’intensifie au niveau national grâce à l’influence des députés européens polonais sur la politique européenne de leurs partis politiques.

While scholarly writing has dealt with the role of law in the process of European integration, so far it has shed little light on the lawyers and communities of lawyers involved in that process. Law has been one of the most thoroughly investigated aspects of the European integration process, and EU law has become a well-established academic discipline, with the emergence more recently of an impressive body of legal and political science literature on 'European law in context'. Yet this field has been dominated by an essentially judicial narrative, focused on the role of the European courts, underestimating in the process the multifaceted roles lawyers and law play in the EU polity, notably the roles they play beyond the litigation arena. This volume seeks to promote a deeper understanding of European law as a social and political phenomenon, presenting a more complete view of the European legal field by looking beyond the courts, and at the same time broadening the scholarly horizon by exploring the ways in which European law is actually made. To do this it describes the roles of the great variety of actors who stand behind legal norms and decisions, bringing together perspectives from various disciplines (law, political science, political sociology and history), to offer a global multi-disciplinary reassessment of the role of 'law' and 'lawyers' in the European integration process.

It explores the paradoxical situation of Eurosceptic MEPs: particularly successful during EP elections, how then, once elected, do they operate in a political system they oppose? This book analyses how Eurosceptic MEPs conceive and carry out their mandate within the institution. On the basis of more than 100 interviews, it proposes a typology of four strategies developed by these actors.
